Demonstrated experience in business and financial management.Comprehensive knowledge of advanced accounting procedures including fund accounting, governmental accounting, Generally Accepted Principles and Practices (GAPP), Governmental Accounting Standards Board (GASB). Ability to interpret and implement various policies, procedures and governing policies relating to financial transactions.Comprehensive knowledge and experience with procurement policy and regulations for state agencies in Virginia. Ability to understand and advise departments/divisions with procurement needs.Demonstrated ability to effectively interpret, explain and apply complex rules and or regulations.Demonstrated ability to work under pressure during peak workload periods.Ability to foster a culture of teamwork and collaboration to meet the mission and goals of VHCC.Experience in supervising to include performance reviews and/or addressing performance issues, as well as training and directing the work of staff.Ability to problem solve and utilize sound judgement when making decisions.Excellent written and oral communication skills.
