POSITION DETAILS
Reporting to the Executive Director of Budget and Financial Planning, this position is primarily responsible for assisting with the daily activities of the Budget Office and the administration of all budget and financial systems. The position assists in gathering annual budget requests data, developing the College???s annual operating budget, monitoring spending against the budget, assist with mid-year and end-of-year procedures, as well as preparing internal and external management periodic reports, and distributing monthly reports to unit heads.
In addition to the CUNY Title Overview, Finance Budget Specialist duties include but are not limited to:
- Maintain budget allocations of operating units funded by tax levy and non-tax levy sources.
- Assist with the initial budget loads and process budget modifications to clear budget errors of PS and OTPS transactions and resolve any budget issues; perform payroll analysis including multi-year budget impact analysis of new hires, separations, collective bargaining agreements, and step increments.
- Review and assist in the reconciliation of budget data in the College, University and City database systems in collaboration with the University Budget Office and CUNY IT Operations Support Team.
- Implement unit budgets utilizing computerized integrated budget and accounting systems.
- Review and implement monthly and other periodic operating budget versus expenditure reports and analyses of cash flow.
- Interact with administrative and academic offices of the College and serves as a liaison for the Budget Office on matters regarding budget reports, variance analyses and other pertinent issues. Attend University Budget Office financial and budget meetings and report back on discussion topics to the Executive Director
- Prepare and issue invoices that bill grants for tax levy related receivables.
- Ensure the bi-weekly payroll expenses reconcile between PMS and CUNYfirst; maintain the HCM department budget table and work with the Human Resources department to ensure accurate posting of payroll expenses.
- Monitor, maintain and review position data in CUNYfirst and work with the Human Resources department to reconcile any discrepancies.
- Assist the Executive Budget Director in a variety of special projects as assigned

QUALIFICATIONS
Bachelor's Degree and four years' related experience required
Preferred Qualifications:
- Bachelor???s degree in Accounting or Business or related fields
- Four years of related experience -in business, accounting, or related field preferred
- Solid background in effective communication of logical thought processes and information- simply and concisely in person and in writing.
- Experience with finance modules (such as PeopleSoft/CUNYFirst) and other payment processing systems. Prior experience working with ERP software
- Ability to manage multiple projects simultaneously, strong organization and time-management skills.
- Motivated and enthusiastic self -starter with the ability to work well under pressure, take initiative, exercise sound judgment, discretion, and tact in various situations, and solve problems creatively and diplomatically.
- Able to work effectively, collaboratively, and cooperatively with diverse staff and upper-level administrators.
- Proficiency in using Excel, other computer and software programs, and willingness to learn new systems.
