Unemployment Insurance Hearing Representative
POSITION DETAILS
University Human Resources (UHR) of The City University of New York (CUNY) delivers comprehensive human resources programs and services to the 26 colleges and professional schools that comprise the University. Within UHR, over 100 staff members oversee the University's Benefits, Payroll, and unemployment insurance functions and services covering approximately 40,000 full-time and part-time employees.
The Unemployment Insurance Unit seeks an experienced Unemployment Insurance Hearing Representative to help administer the University?s unemployment insurance program. Reporting to the Deputy Director of the Unemployment Insurance Unit, the Hearing Representative will represent the University at Administrative Law Judge hearings, present evidence, conduct cross examinations, and give closing statements. Additionally, the Hearing Representative will prepare unemployment insurance cases, gather documents and evidence, research facts and laws, and interview potential witnesses.
Key duties include but will not be limited to the following:
- Attends Administrative Law Judge hearings before Department of Labor (DOL) Administrative Law Judges, presents evidence, and testifies on behalf of the University; researches and investigates claims for unemployment insurance hearings, contacts colleges and DOL to assist with case review.
- Prepares unemployment insurance cases by researching pertinent facts and laws, compiling documents and evidence, interviews and reviews questions with potential witnesses.
- Prepares witnesses for hearings, conducts cross examinations, and gives closing statements.
- Appeals cases as necessary to the Appeal Board, obtains hearing transcripts and researches and writes briefs based on precedent cases for submission to the Appeal Board on behalf of the University.
- Researches and investigates initial claims for unemployment insurance benefits, includes review of benefits to determine entitlement/eligibility, contacts colleges and the DOL to assist with case review and protest claims.
- Conducts case audits including follow ups and FOIL requests.
- Maintains case files and documents, witness sheets, and hearing and decision records.
- Conducts unemployment insurance training for campuses as needed.
- Provides coverage for team members as needed.
- Assists with special projects addressing long-term cost-saving goals.
NOTE:
Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum:
Bachelor's degree and four years' related experience required.
Preferred:
- Advanced degree or professional certification in a related discipline preferred.
- Four years of human resources experience, particularly working with unemployment insurance benefits in large, complex, or unionized higher education or public institutions.
- Knowledge of unemployment insurance labor law, administrative law, relevant terms, benefits, and coverage as well as New York State codes, rules, regulations, and programs.
- Professional integrity and credibility to work discreetly on sensitive assignments, exercise sound judgement, and manage confidential information.
- Flexible with strong organizational skills to devise and execute work plans, prioritize work, manage multiple assignments and meet deadlines.
- Detail-oriented and accurate with sound critical analytical, evaluative, and research skills.
- Polished and professional interpersonal communication, writing, and presentation skills.
- Ability to navigate complex University and college frameworks as well as establish and maintain positive working relationships and partnerships with internal and external stakeholders.
- Commitment to workplace diversity, accountability, transparency, and service excellence.
- Computer and web proficiency using benefits, recruiting, payroll, or related systems, databases, and programs, plus Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook, and Project), Adobe Acrobat.

Administers processes and policies university-wide as part of a team of HR professionals in CUNY's Office of Human Resources Management (OHRM).
- Advises members of the University community on HR policies and guidelines, providing a high level of customer service
- Reviews transactions and employee data using the utmost discretion; may conduct audits and prepare reports and communications
- Maintains an in-depth understanding of, and applies, CUNY policies, rules and regulations, relevant laws and guidelines, and selected provisions of collective bargaining agreements.

COMPENSATION AND BENEFITS
The salary range is $76,937 - $90,838 , commensurate with credentials, education, and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
