POSITION OVERVIEW

John Jay College of Criminal Justice is seeking a highly qualified and skilled Title IX/EEO Lead Investigator to join our team. This pivotal role will report to the Director of Compliance and Diversity/Title IX Coordinator, collaborating closely with campus partners including the offices of Public Safety, Student Affairs, Human Resources, Legal Affairs/Labor Designee and Academic Affairs. The Lead Investigator will investigate and help ensure timely resolution of assigned reports concerning sex-based misconduct, retaliation, and discrimination within the College community. The Lead Investigator will support outreach, conduct case intakes, implement supportive measures, and conduct prompt, thorough, and impartial investigations in response to complaints filed with the Office of Legal Counsel. Additionally, the Investigator will provide detailed, unbiased reports that may inform disciplinary action or proceedings at the College. Along with the other members of the team, the lead investigator will develop, assist and participate in trainings to educate the College community on policy, laws and regulations, as well as reporting obligations.

The preferred candidate will have the following:

• Knowledge of or professional experience conducting internal investigations related to discrimination, retaliation and/or sex-based misconduct allegations in a higher-education setting or other related field.
• Proven experience in processing reports and complaints in a higher education setting, particularly related to Title IX, Title VI, Title VII, as well as Section 504, ADA and EEO matters.
• Experience in developing and presenting educational programs on topics such as sex-based harassment, discrimination, retaliation, and diversity.
• Excellent judgment with the ability to manage highly sensitive and confidential information discreetly.
• Demonstrated experience in problem-solving, planning, organizing work, and effectively communicating both orally and in writing.
• Comfortable learning new technologies and utilizing various programs and systems to perform job functions. Maintain proficiency in using legal research databases, office management software, case management, document and incident tracking software.
• Ensure that investigations are conducted in a timely, fair, and equitable manner, while maintaining confidentiality and privacy for all involved parties.
• Maintain accurate and detailed records of investigations, including interviews, evidence, findings, and the final resolution or recommendation.
• Ensure that all necessary documentation is properly archived in compliance with institutional policies and federal regulations.
• Track and monitor reports, the status of investigations, ensuring compliance with timelines and procedural requirements.
• Ability to manage and navigate conflict, including interactions with individuals experiencing high levels of stress or emotion.
• Ability to work independently and efficiently while balancing multiple responsibilities, as well as a desire to work actively and creatively as part of a team.
• Demonstrated expertise in applying relevant federal, state, and local laws, including Title IX, Title VI, Title VII, Section 504, ADA, the Clery Act, VAWA, EIE, and FERPA.
• Strong skills in conflict resolution, problem-solving, interviewing, and conducting thorough investigations.
• Excellent analytical skills with the ability to assess and negotiate complex, highly sensitive situations, facilitating resolution while maintaining confidentiality.
• Exceptional interpersonal skills, including the ability to listen actively and demonstrate sensitivity to individual needs and diverse populations.
• Ability to maintain neutrality and professionalism while working in a fast-paced environment and across multiple constituencies to resolve complaints sensitively.
• Demonstrated commitment to working with and for diverse, multicultural populations, promoting equity and inclusion in all initiatives.

QUALIFICATIONS

Bachelor's degree and six years' related experience required.

PREFERRED QUALIFICATIONS

A preferred candidate should have:

• Juris Doctor (J.D.) and two years of experience conducting investigations or interviewing clients in a legal or advocacy-oriented capacity of any kind.
• Two years of Diversity, Equity, and Inclusion experience.
• Two years of professional experience investigating Title VI, Title VII, Title IX, or ADA complaints; may serve as a substitute for investigatory experience (i.e. litigation experience, HR investigatory experience).

• Oversees the implementation, administration, and communication of diversity programs
• Collaborates with the college Chief Diversity Officer and campus management to develop and implement programs, prepare plans and reports, perform internal compliance audits, and resolve questions and concerns
• Prepares and trains on CUNY compliance mandates and relevant city, state, and federal statutes such as Title VII, Title IX (Sexual Harassment Policies), Section 504, and the Americans with Disabilities Act
• Collects, analyzes, and prepares reports, identifying and presenting findings, patterns and trends, and recommending college policy and procedural changes
• Performs related duties as assigned.

COMPENSATION AND BENEFITS

$86,645 - $104,057

Salary commensurate with education and experience.
