GENERAL SUMMARY OF DUTIES:
This position provides effective direction, planning, administration and management of the University?s health and welfare benefits function. Oversees the administration of plans, including, but not limited to cafeteria plans, 403b retirement and savings plan, medical, dental, vision, life, disability, sick, COBRA, FSA, and HSA. Manages, develops, and evaluates the benefit staff. Coordinates outsourcing and vendor management as appropriate. Works collaboratively with stakeholder departments to ensure compliance with policies and regulations. Responsible for the operation and administration of activities related to the HRIS.
MAJOR ROLES AND RESPONSIBILITIES:
- Manage competitive benefits strategy, policies, and procedures which support the University?s strategies and goal of attracting, rewarding, and retaining top talent while applying cost controls.
- Ensure compliance with applicable legal and regulatory provisions (including IRS, DOL, ERISA).
- Comply with and maintain records necessary to support compliance activities for all benefit related activities including internal and external audits as required.
- Manage external benefit and HRIS relationships with vendors to ensure systems are properly maintained and updates implemented as required.
- Support union negotiations, when necessary, with expert benefit related summary information including costing of proposals. Provide reporting as required for negotiations.
- Maintain and manage activities in the HRIS Banner system including system configuration, testing, implementation modules and data which support the HR functions.
- Responsible for non-faculty compensation program management, including salary structure and compensation framework administration and job description updates.
QUALIFICATIONS, KNOWLEDGE, SKILLS, ABILITIES:
- BS/BA in Business, HR Management or Finance and 7 or more years of experience in HR or Finance required.
- Experience with health & welfare plan design & administration or retirement plans preferred.
- Expert HRIS Banner knowledge required.
- Solid understanding of benefit plan design, administration, compliance requirements, reporting, communication.
- Demonstrated ability to establish and achieve goals which support the University's goals and maintain high levels of customer service while remaining compliant with all applicable rules, laws, regulations, and policies.
- Strong analytical skills and attention to detail with the ability to reason through data and make good judgment in applying information.
- Strong communication, negotiation, presentation, and vendor management skills.
- Familiarity with state and federal government legislation and regulations related to benefits.
- Expert proficiency in Microsoft products, with particular focus on Excel.
