There is extraordinary work being done by WSU Extension faculty and staff! Did you know that 4-H, Master Gardener's, and SNAP-Ed, are all Extension programs? This a small sample of the programs WSU Extension delivers to communities and residents in Washington State.

We are forming a new Extension Business Operations Team (EBOT) to provide business support for these amazing programs ran by faculty and staff across the state. Primary support functions of EBOT include Personnel, Payroll, Accounting, Procurement, Invoicing, and Inventory. EBOT values integrity and teamwork. Our new position coordinates with the Extension Administrative Managers to oversee and lead business services across WSU Extension.
The Manager provides leadership, guidance, mentoring, and support to EBOT.
The Manager plays a key role in intersecting with various other work groups within WSU Extension, CAHNRS, and the University.

The Extension Business Operations Team Manager will be a Pullman based position with hybrid work options. While EBOT members are not stationed in a single location, we do connect daily working as a high functioning fully engaged team serving faculty and staff in every county across Washington State!
Summary of Duties:
The Manager oversees and leads the financial and personnel functions conducted by the Extension Business Operations Team that serves multiple WSU Extension units throughout the state. Responsibilities include overseeing and leading the development and maintenance of information and reporting systems, participating in the overall administrative management of the Extension Business Operations Team, training personnel, and representing Extension Leadership as required. This position works in conjunction with Extension Leadership and Administrative Managers to coordinate large, multifunctional, and diverse fiscal and personnel functions for faculty, staff, public affiliates, volunteers, administrators, and the public throughout the state. This position requires use of independent judgment to analyze problems and implement solutions, establish procedures for the Extension Business Operations Team, and plan, direct, coordinate, and evaluate the personnel and fiscal functions of the Extension Business Operations Team.
Job Duties:
20% | Administration
- In consultation with Administrative Managers, develop, implement, and maintain records management systems and processes to allow easy retrieval, proper follow up, and retention for Extension Business Operations.
- Engage with Extension Leadership and the Administrative Managers in the development, implementation and maintenance of policies, objectives, short-and long-range planning to assist in accomplishment of established goals.
- Perform administrative duties, solve problems, and make decisions to manage daily ongoing Extension Business Operations and functions.
- Represent Extension at various community and/or business meetings; promote existing and new policies and procedures.
- Act as backup for the Extension Administrative Managers as necessary.
20% | Compliance Training
- Provide leadership in the development, implementation, and training of fiscal and personnel core competencies for Extension Business Operations to ensure compliance with policies and procedures. Activities include purchasing, expense reimbursements, account reconciliation, personnel processing, revenue generation, inventory management, and reporting.
- Provide communication in the interpretation and updates of policies and procedures; advise Extension faculty and staff to ensure that practices are in conformance with regulations and policies.
20% | Fiscal Management
- Oversee Extension Business Operations financial transactions and services and consult with Extension Administrative Managers as necessary.
- Develop or assist in the development and management of fiscal and operational strategies and initiatives.
- Develop and implement internal policies and procedures to ensure compliance of federal, state and university policies and regulations and assist in response to fiscal audits.
- Assist in the coordination of business assets and the biennial property inventory process for county locations.
20% | Personnel Management
- Work in conjunction with Extension Administrative Managers to oversee temporary and permanent employment actions and recruitment.
- Oversee the time and leave reporting, and the timely completion of all payroll related activities, including positive pay, verifying payroll, and initiating corrective action and consult with Extension Administrative Managers as necessary.
- Ensure personnel onboarding and termination processes are completed in a timely fashion.
- Maintain confidential personnel records as necessary.
15% | Supervision
- Supervise the Extension Business Operations Team Staff.
- Monitor workloads of staff, make work allocation adjustments, and act as backup as necessary.
- Onboard and train personnel and direct them to appropriate training as appropriate.
- Evaluate performance, initiate corrective actions, and make recommendations for personnel actions.
- Motivate employees to achieve optimal productivity and performance.
- Promote a harmonious work environment and stellar customer service.
5% | Other Duties
- Perform other related duties as assigned.
Required Qualifications:
A Bachelor's degree in a relevant field and four (4) years of progressively responsible experience in a field related to the functional managerial area which has included at least one (1) year of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
- Off-site and overnight travel to various locations may be required to attend conferences, meetings, and special events.
Preferred Qualifications:
- Demonstrated ability to communicate and interact effectively, with persons of varying levels of responsibility and experience, both orally and in writing.
- Demonstrated knowledge of Microsoft Office Excel and Workday.
- Knowledge of WSU Business Policies and Procedures in the areas of personnel, finance, and administration.
- Experience in higher education, local or state agency, or equivalent.
- Demonstrated administrative, organizational, managerial, decision-making, and problem-solving skills.
- Ability to take on new responsibilities and work effectively in an environment of change and ambiguity.
- Customer service experience.
