Position Summary
The Department of Public Safety is looking for a Special Projects Manager to provide a wide range of project support and oversight. Reporting to a civilian manager, this position will support the department's and university's mission using strategic, creative, and innovative skills and practices to improve existing department functions and resolve new areas of concern. Working under general supervision, the Special Projects Program Manager will be responsible for coordinating and managing various special projects for the Department of Public Safety. Work is performed autonomously, without specific instructions or prescribed procedures, requiring the ability to exercise discretion and judgment regarding matters of significance.
The specific projects that may be assigned to this position are subject to change based on department need; examples of possible projects include: researching and preparing annual reports for DPS on a variety of topics; providing support to the Clery compliance group gathering and reviewing annual Clery statistics; developing content for the annual Safety, Security & Fire Report; researching and reporting on security-related intelligence concerns; developing and implementing community outreach opportunities, including the annual "Exploring Campus Public Safety" course; supporting the preparation for campus details, events and incidents; developing processes designed to solicit evaluative feedback for Public Safety programs; etc.
The successful incumbent must be able to manage multiple priorities simultaneously; balance a demanding workload independently; and exercise critical and data analytical skills. The incumbent will be provided with a department-issued cell phone and will be required to be available by phone during non-scheduled work hours in order to resolve issues or provide information about key issues related to the work.
We are looking for an organized, dedicated, and flexible individual with strong project management skills, an ability to move a project forward and gain/maintain support for new processes. A familiarity with the policies, practices and constraints common to law enforcement on a university campus is a plus. The candidate will independently and under general direction address a variety of complex problems and organizational issues, interact with a diverse group of individuals in an active, fast-paced, and challenging environment. This position is located on the main Stanford Campus at 233 Bonair Siding, Stanford, California and requires an on-site presence.
In this role you will be required to:
* Review and analyze data related to a variety of areas including but not limited to calls for service, special event response, use of force, training, etc.; create and publish reports; develop recommendations based on the data designed to achieve or modify the goals of the program or function.
* Evaluate programs or functions, policies and procedures within Public Safety. Identify issues, and develop alternative solutions which may include changes to programs, policies and procedures.
* Represent specific projects within the department. Work collaboratively with other department members as well as those outside the department.
* Provide direction and support to a project team in whatever capacity is necessary: project-based needs, technical, or interpersonal needs; motivate team members and manage project team dynamics; act as liaison, problem solver and facilitator.
* Develop and help execute comprehensive strategies and communication plans relative to specific projects with a focus on stakeholders including participants, collaborators and group members; actively manage resistance to change in order to build support for the project in line with the goals and mission of the department.
* Develop processes designed to solicit feedback for various Public Safety programs; review and synthesize information so that managers can incorporate appropriate changes based on the feedback.
* Lead the planning and operations for programs or functions that have significant business, regulatory and/or technical challenges requiring subject matter expertise.
* Manage and contribute to the development of community outreach strategies that may include relationship development, communications and compliance.
* Perform the full range of project management cycle: initiating, planning, executing, monitoring and controlling, and closing. Lead projects requiring functional integration.
* Implement the Incident Command System during large scale and/or high profile special events and critical incidents with a specific focus on developing situational awareness and disseminating information.
* Emergency response and large event support; Public Safety employees are considered essential university personnel required to respond to the university to assist with emergency management efforts.
To be successful in this role, you will bring:
* Bachelor's degree and three years of relevant experience, or a combination of education and relevant experience.
* Experience in coordinating projects of moderate size/complexity with limited performance risk.
* Prior experience as a sworn or civilian program manager in a law enforcement agency preferred.
* Demonstrated ability to establish priorities, manage shifting priorities, and handle multiple time-sensitive projects with multiple deadlines simultaneously.
* Demonstrated excellent organizational skills; ability to perform duties with a high level of professionalism, flexibility, discretion, judgment, diplomacy and tact; attention to detail.
* Ability to handle sensitive issues with tact and maintain confidentiality.
* Excellent verbal and written communication skills, including editing and proofreading skills
* Demonstrated proficiency with applicable business applications (i.e., Word, Excel, Adobe) and the ability to adapt to new technologies and processes.
* Friendly, engaging and courteous demeanor; excellent customer service and interpersonal skills.
* Demonstrated solid planning and organizational skills.
* Ability to use sound judgment and independence in determining priorities.
* Ability to work in fast-paced environment and complete work in a timely and accurate manner, coordinate multiple activities, meet deadlines, and work independently with a minimum of supervision.
* Demonstrated ability to work independently as well as part of a team.

* Familiarity with University policies and procedures, preferred.
In addition, preferred requirements include:
* Specialized experience and familiarity with law enforcement.
Special Requirements
* Applicant must pass a complete background investigation including a polygraph examination, fingerprint check, and a search of local, state, and national files for criminal history.
* Must possess and maintain a valid California driver's license.
* Must be available/reachable by phone during non-working hours. Must be able and willing to respond to and work large-scale special events as well as unplanned critical incidents.
