ESSENTIAL FUNCTIONS:
The University Title IX Coordinator and Clery Officer works independently and collaboratively to perform the following essential duties and responsibilities:

  • Lead efforts across all departments/offices of the University to ensure compliance with statutory and regulatory requirements as they relate to Title IX laws and regulations, as well as related federal and state laws.
  • Oversight of Universitywide education, training, and outreach programming related to Title IX, sexual violence and sexual harassment prevention as provided by the Title IX Coordinator, other colleagues at Vanguard, and by outside experts.
  • Serve as one of the key resources for receiving reports of sexual misconduct and harassment complaints.
  • Coordinate, conduct and ensure the University's response, investigation, and resolution of complaints of potential violations of University policy pursuant to Title IX and other state and federal laws, including sexual harassment and sexual misconduct as well as other forms of genderbased discrimination, harassment, and inequity.
  • Coordinate and ensure the timely completion of the University's Clery Act responsibilities and annual reporting; as well as other relevant or related federal and state compliance and/or reporting responsibilities.
  • Maintain accurate, timely, and compliant records for all Title IX, sexual harassment (including sexual violence), and Clery-related complaints, investigations, processes, and appeals.
  • Advance Vanguard's mission to ensure access and success for all members of the Vanguard community.
  • Oversee the University's sexual misconduct, harassment and discrimination policies and procedures, the centralized review, investigation, resolution, and tracking of reports of sexual assault and harassment and genderbased inequity.
  • Oversee the consistency, quality, and scheduling of training, education, and outreach programming related to Title IX the Clery Act, and related federal and state requirements by partnering with colleagues across campus including the Title VII officer.
  • Stay abreast of national trends related to as well as changes within Title IX, the Clery Act, and related state and federal laws and regulations; monitor the University's policies and procedures; collaborate in revisions of University policy; and participate in reviews of other civil rights compliance issues affecting students at the University, including ADA-related issues, as needed in collaboration with the Title VII officer.
  • Collaborate and work closely with Vanguard's Title VII officer and Human Resources.
  • Be available to advise any individual, including a complainant, a respondent, or a third party, about the courses of action available at the University.
  • Be available to help any University member regarding how to respond appropriately to reports of sexual violence and harassment.
  • Work closely with colleagues across campus to ensure clear, accurate, and consistent communications around Title IX the Clery Act, and related federal and state requirements.
  • Coordinate and implement required Alcohol and other drug (AOD) training for all campus constituencies.
  • Assess University effectiveness of the University's efforts to prevent and respond to genderbased violence and harassment by collecting data and analyzing trends.
  • Provide updates to the Board of Trustees, the President, the Vice Presidents in relevant areas, and other senior administrators regarding the effectiveness of the University's Title IX and Clery Act compliance efforts.
  • Participate in the strategic vision around the topics of inclusion, support, and responsiveness across campus.
  • Collaborate with the Chief Diversity Officer and the Director of Diversity and Inclusion to implement campus inclusion training.
  • Coordinate special projects/tasks and provide assistance as assigned.
  • Oversee the Title IX team including Deputies, investigators, and all aspects of the Title IX process.
  • Maintain confidentiality when handling student records and comply with FERPA regulations.
  • Identify risks to the organization within the department and discuss risk reduction with immediate supervisor.
  • Perform related duties as assigned.

    MINIMUM QUALIFICATIONS:
  • Master's degree in a related field.
  • Five years of leadership experience in a related field.
  • Strong Christian faith with an ability to integrate student development theories into their work. An openly committed Christian who agrees with the Christian mission of the University, including openness to its charismatic emphasis, with a strong record of cultivating Christ-centered growth and maturity.
  • Commitment to Vanguard University's Mission, Vision, and Values.
  • Proficiency in planning and assessment of programs and activities.
  • Experience with student conduct administration is preferred.
  • Knowledge of student development and student learning theories.
  • Experience serving as a Title IX investigator or Deputy is preferred.
  • Excellent interpersonal and written communication skills required with an ability to interpret and apply program rules and regulations.
  • Ability to work closely with faculty, staff and students and collaborate on strategic and program objectives.
  • Ability to maintain a professional demeanor and uphold confidentiality, effectively manage emergencies, and respond diplomatically to complaints or issues.
  • Demonstrated competence in relational, interactive, helping, and confrontational skills; and ability to teach in both formal and informal settings.
  • Strong organizational skills with an ability to develop and utilize schedules, organize time, supervise staff, manage a residence facility, and provide leadership for a project from the beginning through completion.
  • Practical understanding of the varying developmental needs of university students in community settings and a strong commitment to developing diverse and redemptive communities.

    SALARY:
    Full-time position. Salary is commensurate with education and experience and includes a generous benefits package.
