The Project Policy Analyst will be a key member of the University of California (UC) research and evaluation team of the Mental Health Services Oversight and Accountability Commission (MHSOAC), Sacramento, California.
The Project Policy Analyst applies professional knowledge and program management skills as research professional with an in-depth understanding of evaluation research and database management of county and statewide data sources. The individual will demonstrate excellent people skills and technical knowledge in negotiating data transfer plans with 20+ counties that receive MHSOAC funds to implement and evaluate programs as legislated by SB 82. The individual will work with county database managers to develop timetables for data transfer, identify implementation barriers, and work on technical solutions. The individual will coordinate training and feedback sessions, as needed, and ensure the timely fulfillment of contract deliverables and the preparation of briefs, reports, and manuscripts.
County data on SB clients and services will be linked with other state databases such as Department of Justice (DOJ), California Unemployment (EDD), California Department of Education (CDE), and Office of Statewide Health Planning and Development (OSHPD) data available at the MHSOAC office.
The Project Policy Analyst will coordinate with an expert advisory panel to design and implement research studies to monitor and evaluate MHSOAC activities and measure program impact. Outcomes include but are not limited to: (a) criminal justice involvement, (b) unemployment, and (c) school failure.
