Business Manager II (Hybrid Option) - WVU Keyser 17383
Potomac State College, part of the WVU system of campuses located in Keyser, WV, is currently seeking applications for a Business Manager II (Hybrid Option). This position oversees daily operations of the WVU-Keyser Business Office to ensure accurate, professional service. Manages campus budget processes throughout the year; analyzing financial and payroll data, running system reports, organizing information, and advising administrators and/or budget managers. Manages state purchasing card procurement processes for Potomac State College.
In order to be successful in this position, the ideal candidate perform the following duties:
Business Office Manager
Manages the work of office personnel to ensure professional service is provided to all constituents.
Hires, trains, and evaluates office personnel performance for direct reports and advises Executive Director on performance, hiring decisions, and training opportunities involving other indirect report staff members.
Supervise accounts payable personnel and the strategic business advisor. Responsibilities include evaluating work assignment performance, ensuring procedures, policies, and laws are accurately and consistently applied.
Develops procedures and trains AP on best practices for university accounting. Coordinates training for office personnel to ensure all proficient in systems and WVU procedures, State, Local and Federal laws and regulations.
WVU-Keyser point of contact for University and/or State Auditors. Provides financial statements and documentation as requested. Answers questions and assists with financial analysis of statements.
Manages campus budget processes throughout each fiscal year.
Advises campus administrators on budget decisions impact during development of short- and long-term goals.
Works with campus administrators to develop campus annual operating budget by providing status reports, historical information, organizing spreadsheets, analyzing projections, and advising on critical budget decisions.
Analyze revenue and expense information by department and work closely with department budget managers in developing and monitoring their individual budgets.
Responsible for MAP and Axiom Budget Process for all campus Funds and Department Activities. Prepare, enter, and reconcile initial approved budget as well as process budget and cash transfers throughout the year. Maintain DA and fund additions and deletions.
Monitors cash flow in all funds.
Prepare financial analysis reports to measure administrative and financial performances of all departments.
Manages transaction and credit limits for all PSC purchasing card holders, coordinating increases, process new applications, & canceling access and cards as needed.
Manages the Strategic Business Advisor (SBA) whose is responsible for the establishing and monitoring the campus budget for all personnel and associated benefits costs, payroll and leave reviews, PR edit, .
Coordinates and directs oversight of all transactions to ensure compliance to State regulations and correct coding.
Works with campus p-card holders to ensure funding strings are applied correctly to effectively manage operating budgets. Investigates questionable purchases or disallowable charges.
Liaison between cardholders and WVU P-card Administration office on attempted fraud charges, etc.
Coordinates and advises other Business Office staff on funding status of department accounts to ensure expenses are accurately charged to the appropriate department and fund and to ensure payments are disbursed on time.
Coordinates payment of all utility bills for the college.
Oversee Foundation Funds.
Foundation reconciliations on state fund.
Approve MM Requisitions prepared by AP personnel.
Develop Annual Reports for University, Federal, and State Agencies such as BRIM - WVU Risk Management (asset & budget), EADA- Athletic Director (Athletic equity), & Audited Financial Statement (WVU Assoc VP)
Complete special projects are requested.
Develop procedures to ensure potential problems are avoided and PSC business practices adhere to University, State, and Federal requirements.
This position allows for flexibility in work location, including potential hybrid or remote work / work from home options.
Travel to the WVU Campus may need to occur based on organizational needs throughout the year.
Bachelor's degree in Business Administration, Management, or related field; at least 5 years of experience directly related to the duties and responsibilities specified.
5 years progressively responsible experience in finance/accounting roles.
5 years experience in college or university business office is preferred.
CPA preferred, but not required.
Strong analytical skills with close attention to detail; ability to detect discrepancies.
Strong computer skills with preference for experience with MAP, Data Miner, AXIOM, My Expenses, and Office Suite.
Ability to communicate effectively and appropriately, both orally and in writing.
Ability to maintain confidentiality of records and information.
Ability to interact in an effective and appropriate manner with diverse populations.
Demonstrated accuracy and ability to prioritize work effectively.
Ability to work independently.
Demonstrated knowledge of Generally Accepted Accounting Principles and theories.
