Drake University Head Start is seeking qualified candidates for the position of ERSEA Manager. This position is responsible for implementing, reporting, monitoring, and coordinating program enrollment adhering to Selection Criteria Policy and Program Performance Standards for all aspects of Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) to ensure Early Head Start and Head Start program participation, coordinating the ERSEA Commitee and Attendance Committee, and coordinating marketing and recruitment efforts for the program. Qualifications for this position are a minimum of a Baccalaureate degree in Business Adminstration, Management, Non-Profit/Public/Organization Management or related field. Three to seven years experience in a similar role. Head Start experience preferred. This position is required to drive for business purposes within the service area and will require a valid driver's license and the ability to be insured by the University's insurance carrier.
Coordinate agency-wide eligibility, recruitment, selection, enrollment, and attendance functions for all funded slots. Oversee activities related to processing applications including collaboration with the Delegate to ensure accuracy. Coordinate all aspects of the applicant pool including constant monitoring and updating of information. Develop and maintain records as required by State, Federal, University, and local regulations.
Coordinate and lead the ERSEA Committee including Grantee, Delegate and parent representation to review all aspects of eligibility, recruitment, selection, and enrollment to develop recommendations to governing bodies.
Synthesize ChildPlus agency data for review by Leadership Team, staff, and governing bodies as deemed appropriate to ensure compliance with Federal, State, University, and local requirements.
Coordinate and facilitate the analysis and reporting of attendance data for all Grantee programs. Coordinate and lead the Attendance Committee.
Develop and maintain relationships with community agencies to further the impact of Head Start and Early Head Start. Make presentations to community groups, as applicable. Oversee marketing efforts for recruitment of children and families to the program. Coordinate and provide oversight for community events. Travel for business purposes within service area.
Develop and present professional development on all topics that impact ERSEA and participate on the Professional Development Committee.
Ensure the timely submission of reports required by the Office of Head Start including Enrollment Data, Attendance, etc.
Supervise assigned staff, conduct performance evaluations, assist in the development of professional goals and support staff to obtain the necessary training and resources to fulfill their job responsibilities. Responsible for the accuracy and completeness of all payroll and personnel records. Ensures compliance with Federal, State, University, and local regulations.
Assist in the administration and management of Drake University Head Start as a member of the Leadership Team.
Ensure compliance with Federal Head Start Federal Performance Standards, State, and local regulations and rules. Ensure the confidentiality of all documents maintained in the department. Promote Head Start philosophy and initiatives. Prompt and regular attendance. Other duties as assigned.
