This position is considered a KCTCS procurement professional. The position makes informed, best-value purchasing decisions, using prudent judgment, discretion, and tact in employing state statute and KCTCS business procedures, processes and practices that are meant to put KCTCS colleges in the best possible position to get the products and services needed in an efficient, cost-effective, and timely manner. The role must strategically source on behalf of KCTCS by establishing contracts and agreements for use by all departments/schools. The position requires strong interpersonal and communication skills and the ability to work effectively with a wide range of internal and external customers in a diverse community, along with, the ability to analyze and solve problems.

The open position is located in Versailles, Kentucky.
Creates and issues solicitations such as Bids, Request for Proposals (RFP), or Request for Quotes (RFQ) by working with college departments to ensure specifications are met, quality and price.
Responsible for evaluating suppliers based on quality, price, and speed of delivery, in order to meet the needs of the colleges.
Creates and dispatches purchase orders to suppliers through the PeopleSoft procurement module.
Manages relationships with external and internal customers, including removing obstacles to ensure excellent customer service, and evaluates supplier performance.
Prepares any invitation for bid, RFP, RFQ, sole source procurement justifications, emergency procurement justifications, or selection information regarding evaluating bids, responses, and offers for awarding a contract.
Maintains, interprets, and enforces KCTCS purchasing procedure.
Approves non purchase order invoices and PeopleSoft vouchers as required by KCTCS business process.
Negotiates and monitors contracts with suppliers to gain appropriate savings and service levels.
Ensures that the needs of KCTCS internal and external customers are met; take appropriate actions by coordinating the implementation of negotiation, communication with suppliers or modifying procedure to ensure customer satisfaction.
Will lead in negotiating contracts with suppliers to gain appropriate savings and service levels. Will ensure that all legal contract requirements are met.
Reviews, analyzes, communicates issues and places comments on weekly procurement to payment management reports.
This position will provide support and back-up the Procurement team, including but not limited to the Procure to Pay Manager, in formulating solicitations, evaluating proposals and bids; preparing award documentation for purchase of goods and services; and, ensuring timely contract closeout or renewal.

Associate's degree or equivalent and four (4) year relevant experience.
Equivalencies: High School Diploma and six (6) years relevant experience; Bachelor's Degree and two (2) years relevant experience; or a Master's Degree.
Bachelor's Degree and five (5) year relevant experience. Certified Professional Public Buyer Certification (CPPB) also desired but not required.
Obtaining CPPB designation demonstrates a standard of competency in the public procurement profession. The Certified Professional Public Officer (CPPO) designation indicates to the public that, having mastered a body of knowledge, one can make sound decisions that reflect maximum value for the taxpayer's dollar.
KY law requires state and national pre-employment background checks as a condition of employment.
