Under the direction of the DPSS executive director, the DPSS Advancing Public Safety Task Force Implementation project manager will be responsible for collaborating with the DPSS executive leadership and other stakeholders to create a project plan, identify specific deliverables, and track action items to completion, as identified by UM President Schlissel and Provost Collins in their June 10 letter . The Project Manager will work with experts, conduct research, facilitate project meetings, provide progress updates, and publish a final report upon completion of the action items. The process and final report will be made available to the public to ensure accountability and transparency, and reassure our community that DPSS is following best practices in policy, operations, administration, hiring, communication, and oversight.
This is a project-based appointment with a project end date and term-limited appointment of 12 months.
This position reports to the DPSS executive director.
Roles & Responsibilities
As identified by UM President Schlissel and Provost Collins in their June 10 letter , the project manager will:
Create a process, based on best practices, to provide policy and procedure documents to the U-M Police Department Oversight Committee
Work with experts to make additional data and statistics about DPSS publicly available
Partner with U-M’s Office for Information Technology on improving data categorization, tracking, and reporting through more efficient data collection and tracking systems
Collaborate with stakeholders to publish additional information about DPSS officer selection and training, the structure of DPSS, and the role of its division on the DPSS website, building upon our current transparency efforts.
Establish a regular cadence for reviews and updates of the Mutual Aid Agreement that DPSS has with the City of Ann Arbor and other partners.
Review the results from the 2021 Healthy Minds survey — an annual web-based study that examines mental health, service utilization, and related issues among undergraduate and graduate students — as it relates to policing and public safety.
Create project plan in collaboration with DPSS executive leadership
Facilitate implementation planning meetings
Coordinate and collaborate with internal and external resources
Manage implementation progress and adapt work as required
Maintain relationships with stakeholders
Ensure project deadlines are met
Create detailed project progress reports for executive staff, external stakeholders, and the public
Optimize and improve process and approach as necessary
Perform other duties as assigned that are reasonably within the scope of the duties enumerated above
Experience in public safety audits, inspections, project management, assessments, quality assurance activities, and/or other related fields of expertise.
Minimum of 7 years of experience in any of the above areas
Demonstrated success working with diverse populations and facilitating the interests of divergent stakeholders
Capacity to manage high-stress situations
Ability to multitask and manage various project elements simultaneously
Success at big picture thinking and vision
Detail-oriented, but able to see the bigger picture
Flexibility to work non-business hours as needed
Ability to complete projects by applicable deadlines
Proven leadership, organizational, and conflict management skills
Excellent verbal and written communication skills
Bachelor’s degree in a related field or equivalent education and experience
An advanced degree or comparable certification, training, or educational experience in public safety, criminal justice, public administration, auditing, project management, or other related fields is preferred
Passion for public safety and community engagement
Experience working within higher education law enforcement and/or security
Well versed in safety and security issues
Familiarity with problem solving and or Problem Oriented Policing
Familiarity with the University of Michigan and working knowledge of university policies and procedures
All members of the Division of Public Safety and Security (DPSS) are considered Campus Security Authorities (CSAs) under The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. As such you are required to report Clery reportable offenses that come to your attention. DPSS employees are required to complete Clery Compliance Training within the first 14 days of employment and annually thereafter.
