Reporting to the Vice President, the Senior Director, Building/Life Safety and Compliance serves as the Capital Projects & Facilities division's chief safety and compliance officer for code compliance, environmental health and safety, and fire safety. The Senior Director will represent the University as appropriate to federal, state and local regulatory agencies (i.e., federal Occupational Health and Safety Administration (OSHA), New York State Department of Environmental Conservation (DEC), New York City Department of Buildings (DoB), etc.) and serving as a consultative resource and strategic thought partner to leadership and senior management clients. Implement programs to respond to and address violations. Implement processes and procedures to reduce violations and associated financial penalties. - Authorization and oversight of certifications of documents (owners statements, etc) as the responsible NYU administrator for city, state, and federal forms, certifications, and eFile systems (e.g., ARTS). Provide annual reports including detailed metrics related to important compliance and safety programs (e.g., violations addressed, temporary certificates of occupancy (TCO) inventory, certificates of occupancy (CO) inventory, reported injuries and near misses, etc.) The Senior Director will also liaise closely and partner as appropriate with the Vice Provost for Researchs designee for lab safety and with the NYU Department of Public Safety. Key responsibilities include the following: - Provide strategic direction to Capital Projects & Facilities' Office of Building/Life Safety and Compliance. Determine all office wide performance and measurement standards, deployment of human and physical resources, and development and evaluation of policies and procedures regarding related safety and compliance considerations for the NYU community. - Collaborate with regulatory agencies, local authorities having jurisdiction, and NYU stakeholders in support of the University mission and related safety and compliance considerations. - Direct the development of training programs, resources and organizational talent. - Execute a strategic, innovative and client focused safety and compliance program that will provide solution oriented, customer-focused services.
Required Education: Bachelor's Degree in Engineering, Architecture, Science, Industrial Hygiene, or other relevant field.
Preferred Education: Master's Degree in Engineering, Architecture, Science, Industrial Hygiene, or other relevant field.
Required Experience: 10+ years of progressively responsible experience managing code compliance and safety compliance programs that address local code compliance issues, environmental health and safety and other complex regulatory issues. Must include prior experience serving as a strategic partner to senior management.
Required Skills, Knowledge and Abilities: Expert knowledge in local, state and federal building codes as well as environmental health and safety rules and regulations. Excellent written and verbal communication skills. Excellent interpersonal skills, including the ability to influence stakeholders at all levels of the organization. Must possess high-level problem-solving capability and the demonstrated ability to partner effectively with internal colleagues (i.e., NYUs Capital Projects & Facilities organization) as well as externally. Must have a demonstrated understanding and be adept at operating in a matrix environment with multiple stakeholders adopting a consensus-based approach while ensuring compliance and other risk mitigation considerations inform decision-making. Excellent project management skills, including the ability to prioritize work and responsibilities.
Preferred Skills, Knowledge and Abilities: Subject matter expertise in NYC DoB, NYS Codes, NYC zoning resolutions, OSHA regulations, FDNY rules and regulations. Strong understanding of the inner operations of City, State, and Federal agencies. Contract law and regulatory compliance laws.
