You, as Project Manager/Lead Analyst and part of the Program Management Team for the Office of Enrollment Compliance and Design, will play a lead role in the execution of multiple small to medium sized, cross- functional operational and tactical project requests for technology initiatives. You'll partner closely with the offices of Financial Aid, University Registrar, and Admissions, in addition to other campus partners and leaders. You will be responsible for project deliverables from inception (e.g. requests, charters and justifications) to build (e.g. process flows/diagrams, business requirements definition and project technical change documents) to implementation (e.g. decision and action registers, cut over plans, schedules, sign offs) and closure.
You will manage the progress of ongoing projects including developing plans incorporating scope, milestones, timeline, risk registers, and other related reports ensuring the cross-functional and compliance needs are met from pertinent offices. The position will support at the program level, reporting to the Associate Director, the prioritization, governance, and implementation of technology initiatives geared at bringing together key staff from multiple departments, as well as various campus partners.
The project manager will be responsible for leading and managing in the following key areas:
Project Integration, Definition and Scope Management -- Understand and document project impacts by developing process designs/diagrams (e.g. current state to future state), identify gaps/opportunities, identify upstream and downstream impacts and translate into project goals/outcomes and business user cases.
Project Management - Plan, organize, monitor and control all aspects of multiple small to medium sized projects and changes, to include:
Charter Development, Project Planning, Project Execution, Project Change Control
Scope Management - Scope Management - Initiation, Scope Planning and Definition, Scope Verification and Scope Change Control
Schedule and Time Management - Work Break-Down and Activity Definition, Activity Sequencing, Activity Duration, Schedule Development and Schedule Control
Communication Management - Communication Planning, Information Distribution, Performance Reporting (status reporting and forecasting)
Program Management - Ensure consistent use of project and program tools, provide project status reports and program reporting metrics to the Associate Director. Respond to any project updates/inquiries at the Governance level. Assist Associate Director in presentations for strategic and executive level audiences.
Continuous Improvement - Support and bring ideas and best practices which further expand and continuously improve the project lifecycle/process and documentation standards.

You will serve as Project Manager/Lead Analyst with attention on the following project deliverables / requirements:
Bring together stakeholders and facilitate the analysis and documentation of current state and future business processes (business process mapping).
Collect business problems and opportunities, lead prioritization of problems to formulate project requests and project goals.
Elicit, analyze, communicate, and validate business, user, and functional requirements for changes in systems and business processes.
QA project documents ensuring projects capture details of the full solution
Coach and mentor Functional and BA staff within the Units in maintaining consistent and detailed documentation. Development business requirement and process definition in alignment with test plans to assure compliance and adoption of changes cross-functional (upstream or downstream impact).
Utilizing an "as you go" approach to facilitating, documenting, and reviewing at each stage of the project lifecycle.
You will be a nimble, candid, forward thinking project leader who thrives on putting theory to practice and plans to action. Ideally, you will have spent time working in a fast paced, high energy, complex and ever changing environment where you thrived on tackling challenges and inspiring innovation. Additionally, you will have:
Bachelor's Degree with at least 5-7 years of experience in management of information systems, or the equivalent combination of education and work experience in other sectors.
Three (3) to Five (5) years of experience in managing projects or a minimum of Five (5) years of Business Analyst experience.
Comprehensive understanding of information technology and project management
Experience developing business requirement definition documents both functional and technical specifications as well as developing busines process maps and diagrams.
Excellent judgement, problem solving, diplomacy and discretion with the ability to manage confidential information
Knowledge of software programs such as Microsoft Office and firsthand experience creating process and system flowcharts and related software process documentation.
Excellent oral and written communication skills and ability to provide concise, logical analytical reports and presentations on complex issues.
Strong analytical skills and the ability to analyze complex information, evaluate results, and facilitation discussion and resolution of challenges.
Strong and effective interpersonal skills including the ability to listen well and demonstrate sensitivity to and respect for individual needs.
Demonstrated ability in leading difficult conversations to a positive and collaborative outcome.
Demonstrated experience establishing and maintaining professional and productive working relationship with staff at all levels of the University.
Must interact with others and represent Cornell in a professional, respectful and thoughtful manner.
Demonstrated experience working independently and taking initiative.
Demonstrated ability to identify desired outcomes, develop and implement solutions to achieve those outcomes, and adapt/respond to issues/situations as necessary. Demonstrate a comfort with ambiguity.
Proven ability to manage multiple assignments in a proactive manner and meet aggressive deadlines.

Master's degree or advanced training/certification in financial aid or related field.
Knowledge of Title IV regulations and federal student aid programs, including but not limited to Direct Loans, Pell Grants, Perkins Loans, Federal Supplemental Educational Opportunity Grants, and Federal Work Study
Knowledge of regulations related to Veterans Benefits
