The Applications Development Manager directly supports applications that provide services for the entire University of California system. The Applications Development Manager assists with shaping the strategic technical direction of the application platform and cultivates a strong relationship with our business partners; Help transition applications to a new hosting environment in AWS, with an immediate focus on .Net applications on an Azure platform; Oversees the work of the team; recruits staff members; provides mentorship, guidance, and performance assessment; and fosters an inclusive work environment. The Applications Development Manager may occasionally be required, with notice, to provide remote on-call support during off hours. Occasional travel may be required with notice. Flexible work hours are available.
The Applications Development Manager is part of the Applications group in Information Technology Services at the University of California Office of the President (UCOP). The Applications team provides a wide range of services, including support for static websites and dynamic web pages, application development, implementation and support of vendor software, data services to support data warehousing and reporting, and quality assurance support to meet the needs of UCOP departments and universitywide organizations.
Technical and Personnel Leadership:
Translates business needs into workable technology solutions that scale both technically and operationally for systemwide audiences
Manages and coordinates initiatives that deal with the design, coding, testing, support, maintenance and documentation of applications
Responsible for the entire software development process, including management, system design, system development and rollout of associated releases
Manages and delegates application-programming assignments by planning, coordinating and leading business programming applications activities
Manages a team in accordance with UC policies and procedures, ensuring appropriate and periodic performance assessments, motivating employees, and encouraging professional development
Fosters an innovative, inclusive, and supportive work environment
Provides vendor management to ensure UC standards and practices are followed
Customer Relationship Management:
Understands business needs and priorities, aligns IT standards, strategies, and staff to the business and establishes a predictable and reliable development framework and delivery process
Develops and maintains a strong relationship with business partners to suggest and deliver technical and operational solutions that meet business needs
Understands and communicates with business partners in business terms and uses this understanding to assure the business partner's understanding of work status, risks, issues, and proposals
Creates and maintains visible metrics for senior management use to ensure appropriate issues are raised early and measured for efficiency and improvement over time; ensuring service levels are understood and met
Principles of Community and Communication:
Fosters open communication and collaboration among and between ITS teams, business partners and vendors
Proactively engages other areas in cross-functional efforts
Openly shares plans and strives to prevent surprises for other departments/organizations
Communicates effectively with ITS management and keeps senior management apprised of any issues or concerns
Assumes financial management, in partnership with the senior management, in developing and monitoring operational and budget processes
Makes budget recommendations on software and supporting systems to effectively support projects and operational initiatives
At least 7 years software solution experience and 2 years of experience managing technical staff
Strong interpersonal skills with the ability to work on cross-functional teams and foster the team's commitment to task and on time delivery
Critical thinking, persuasion / negotiation, conflict resolution, mentoring and staff development, leadership / management, problem solving, human resources policies and procedures relating to management responsibilities
Strong verbal and written communications with an ability to express complex technical concepts in business terms and complex business concepts in technical terms
Demonstrated experience creating a diverse team and cultivating a supportive and inclusive work environment
Thorough knowledge of application development necessary for strategic planning, technology assessment and recommending direction
Direct experience with developing in a .Net environment
Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software
Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment
Experience in leading change management activities
Experience evaluating buy vs. build for products ensuring effective and efficient technology use
Strong knowledge and understanding of service delivery methods
Develop and maintain a unit of high performing technical people through effective hiring, coaching and rigorous performance/talent management processes
Knowledge and use of best practices including ITIL, Agile Methodologies (Scrum, Kanban, XP)
Direct Azure .Net development experience
AWS development experience
Bachelor's degree in related area and / or equivalent experience / training
SALARY AND BENEFITS
Salary: $135,000 - $162,000 annually commensurate with experience
