Detailed Job Description General Summary: Provide oversight of payroll and accounts payable operations responsible for processing university bi-weekly and semi-monthly payrolls; supplier payments including employee reimbursements and student refunds; and, applicable tax reporting. Ensure that payroll and payables functions are performed accurately, on time and in compliance with university policies and procedures. Act as a role model for providing excellent service to students, faculty, staff and external customers.
Supervise the Payroll Manager responsible for payroll functions including timekeeping, non-resident alien tax reporting and employee business and travel reimbursements.
Supervise the Accounts Payable (AP) Manager responsible for payables functions including supplier payments, student refunds, and graduate research assistant stipend payments.
Supervise the PAPS Sr. Staff Accountants (2) responsible for supplier set-up, payment processing, abandoned property reporting, and balance sheet reconciliations. Approve all necessary adjusting entries.
Work with PAPS leadership to manage the interface between existing systems to ensure proper functionality, data integrity, and the development of additional features to streamline department-wide tasks. Develop performance metrics and implement changes in processes and procedures to encourage operational improvement, effectiveness, efficiency, and appropriate levels of internal controls. Utilize metrics to benchmark against best-in-class organizations. Make recommendations regarding systems and system enhancements to enhance or improve the effectiveness and efficiency of the PAPS operation.
Oversee tasks required to support the monthly, fiscal year-end and calendar year end close processes as well as preparation of IRS Forms W-2, 1099 and 1042-Ss.
Oversee delivery of payroll, travel and payables training to the university community including development of on-line training and knowledge articles for the F&A Enterprise Service Desk.
Work closely with the Kronos Systems Administrator to resolve issues related to the university's automated timekeeping system. Monitor and report on departments' adherence to university pay practices developed to ensure compliance with Department of Labor requirements.
Act as liaison with departments including: 1) Human Resource (HR) regarding special circumstances relating to payment of employee wages and deductions; 2) Procurement Services regarding the procure-to-pay process; and, 3) Student Financial Services regarding student refunds.
Complete other tasks and special projects as assigned by supervisor
Participate in a minimum of 40 hours of training/professional development annually. Training must be applicable to the employee's current role within the Controller's Division with the intent of enhancing overall knowledge as well as the specific skills, whether functional or technical, required to perform successfully in the position.

Required Minimum Qualifications Requirements:
BS in Accounting or Business Administration OR equivalent combination of education and experience
Eight to ten years applicable experience required with direct knowledge of a large in-house payroll operation, tax reporting and accounts payable.
Well-versed in generally accepted account principles and strong technical skills
Experience working with an enterprise-wide payroll and payables system preferably utilizing Oracle Financials and HRMS/Payroll and/or PeopleSoft
Strong PC skills required including a high level of proficiency in Microsoft Office including Excel and Word
Must possess superior interpersonal, written and oral communication skills, high integrity, demonstrated aptitude and desire to work as a member of a team and a proven record of being proactive in the performance of all job-related functions.
Proven ability to work independently with minimal supervision and exercise professional judgment in carrying-out assigned responsibilities
Must meet critical deadlines and maintain confidentiality of payroll, human resource and financial information.
Certified Payroll Professional designation and CPA and/or MS or MBA
Demonstrated success supervising a payroll and/or AP staff required, experience supervising a large staff
