The College of Engineering at UC Berkeley is recognized for its education and research excellence, consistently ranking among the top three Engineering colleges in the United States. With more than 220 regular faculty members, 1,600 graduate students, and 2,700 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus. A multi-unit Dean's office provides administrative, student services, development, and capital projects services. COE occupies ten buildings on the Berkeley campus and has extensive facilities at the Richmond Field Station.
The Facilities Management Specialist 2, reports directly to the Richmond Field Station (RFS) Superintendent. The incumbent will serve as Facilities Reservation System Coordinator, and Building Safety Coordinator for assigned College of Engineering facilities which also incorporate the RFS Operations Department. This position involves the management, long-range planning, organization, coordination, oversight and/or performance of multiple operational activities and services for assigned facilities, including space planning, general maintenance, call center triage and tracking of repair services, move planning and coordination, development of procedures, policies and communications related to infrastructure and safety.
Acts as representative for department/campus special projects related to assigned Richmond Field Station (RFS) departments and facilities. Teams with facilities managers from other CoE campus and RFS facilities to insure the highest level of service.
Works with onsite contractors and other vendors to coordinate work schedules, facilitate emergency access, and track progress of work. Coordinates, monitors and tracks all maintenance, custodial, grounds, and other service requests by RFS Operations and campus Facilities Services (FS) as well as other outside vendors or organizations for assigned facilities. Work includes tracking completion of maintenance work and the ongoing status of individual service requests. Works with RFS superintendent and supervisors to coordinate work orders to RFS skilled craft, grounds crew and custodians.
May assist with review of facility project drawings or plans and reports building need compliance, errors or omissions to management, campus personnel, and outside contractors.
Works with management to coordinate and manage capital improvement projects with Capital Projects and actively participates on committees and/or meetings concerning capital improvements to departmental facilities.
Acts as liaison between RFS Ops and assigned department(s), including requests for services.
Assist with small-scale department renovation projectscoordinating work with vendors, Moving Services and Campus Surplus.
Oversee and maintain online reservation system; schedules and coordinates the special use request for RFS conference facilities and spaces.
Advises, guides and instructs departments and event coordinators on room reservations and event planning logistics. Collaborate with Moving Services, ETS, UCPD, and other campus entities to assist Departments and event coordinators with their events.
Oversees maintenance and operations of RFS's conference room facilities.
Coordinates and carries out department signage, display, and promotional needs.
25% Facility Safety Coordinator:
Acts as Zone Coordinator for campus emergency/ disaster preparedness for assigned venues, serves as the communication liaison between campus service agencies and building occupants, and prepares building response plans and coordinates training and planning in this area for all building occupants.
Acts as first point of contact for assigned facilities on safety matters. Serves as liaison with various campus offices such as Facilities Services, Office of Emergency Preparedness, Environmental Health & Safety, and UC Police Department. Reports RFS safety problems to appropriate RFS office (custodians, lock shop, etc.). Follows up on safety issues and notifies building occupants of actions and proposed actions. Attends campus building coordinator and safety meetings and workshops. Maintains up-to-date Facility Emergency Plan (FEP), and Illness and Injury Prevention Plan (IIPP), evacuation plans, signage, and first aid kits. Provides training for new and ongoing employees in FEP, IIPP, and related matters. Organizes and leads safety committee meetings on a regular basis.
Serves as Zone Safety Coordinator for the Richmond Field Station. Formulates and enforces the Illness and Injury Prevention Plan; prepares and disseminates the Emergency Preparedness Plan. Schedules training sessions for RFS Operations staff.
Conducts periodic inspections of specified areas of concerns for security, fire, spills and other accident hazards, and takes appropriate action as required, including reporting infractions of fire, building codes and campus policy.
Assists with OSHA and campus EH&S compliance and regulation, and works to implement safety and emergency preparedness policies and procedures with staff, including training, maintaining first aid supplies, updating fire extinguishers and other safety equipment.
20% Key/cardkey Access Controller:
Serve as the Access Key Controller' for assigned facilities as defined by the UCPD Campus Access Control Policy, maintaining accurate records of all access control activities, ensuring appropriate authority prior to issuing keys, ordering replacement cardkeys as needed, recovering department keys from departing personnel and reporting any failure to recover access control keys to department management.
As a key and card/key access controller for assigned departments and buildings at the Richmond Field Station, the incumbent oversees all aspects of processes, policies, and procedures such as ordering and distributing card keys, maintaining inventory, and record keeping.
Advises, guides and instructs individuals approved for access to RFS in the areas of access codes, report generation, monitoring access, and resolves access control issues.
20% Administrative Operations:
Coordinates administrative processes for the Richmond Field Station.
Devises, implements and recommends improved or new processes to the Superintendent of RFS.
Oversees procurement of goods and services for assigned groups. Responsible for BluCard transactions. Compile, edit, and reconcile documents needed (contracts, sub-contracts, POs, etc.) for processing and review by the Dean's Office. Work closely with Dean's Office on tracking and troubleshooting orders and resolving BluCard transaction issues.
Inputs data for recharge administration. Works closely with CoE Dean's Office to monitor recharge processes and administration. May produce monthly recharge reports for superintendent.
Assists management in development of annual facilities budget.
Supports RFS Superintendent with day to day tasks related to RFS Operations including blue card purchases, vendor questions, recharge billing and processing, customer service coordination and dispatching of work to skilled craft personnel.
Coordinates annual events for Operations Staff.
Proficient experience with Microsoft Office Suite (incl: Word, Excel & Power Point).
Two - five years experience with practices and procedures relating to facility maintenance.
Two - three years experience in practices and procedures related to safety and emergency preparedness.
Skills to work under pressure of deadlines in a stressful environment.
Ability to work on multiple projects with competing deadlines, to establish goals and workload priorities, and to meet project deadlines within budget and time constraints.
Written communication skills to prepare a variety of correspondence, reports, policies and procedures, and training documents.
Strong Active listening, interpersonal communication and problem-solving skills to effectively resolve questions, concerns, issues or problems in a diplomatic manner.
