Detailed Job Description The overall purpose of the position is to support institutional program planning, evaluation, and decision-making by leading and directing institutional research staff to design and execute institutional research studies including data discovery, analysis, interpretation, reporting and the development and implementation of recommendations. The position will focus on analyses of the student lifecycle, and fostering a culture of administrative assessment. The position requires providing leadership and direction of resources to provide valid and reliable information for a wide range of activities in support of the Institute's and University's missions, and to support the planning, policy analysis and management by senior leadership. The position is also responsible for the preparation of periodic reports for Institute units, state and federal agencies, accrediting bodies, and other external groups, including monitoring and analyzing reporting requirements, and auditing/verifying data. The position provides leadership in defining data needs and interpreting results of analyses, defines and assists in developing comprehensive, integrated management information systems and writes computer programs. To best enable efficacy, the position is situated among senior leadership at the Institute.
Provide overall strategic leadership to a team of institutional research staff. Supervise and direct the activities of all direct reports.
Provide overall strategic leadership around institutional analytics through fostering ongoing analyses of the student lifecycle to understand contributors and barriers to student success. Make recommendations surrounding the implementation of strategies identified to potentially enhance such outcome measures as retention and graduation rates, time to degree, course pass rates, etc.
Manage the Institute's program of administrative assessment. Collaborate with administrative units in establishing annual objectives, articulating objectives to both Institute and University goals, establishing systems of measurement and assessment practices to support the concept of continuous improvement.
Manage sets of programs and queries, and create new programs and queries necessary to retrieve data and perform required analyses. Maintain expert knowledge of key institutional and governmental databases to enable this task.
Collaborate with Institute units to identify opportunities to enhance data and information usage in support of their respective functions. Ensure effective delivery of best-in-class data and information to support key department- and Institute-level decisions.
Responsible for preparation of data for the NTID Annual Report data and supplementary reporting, Government Performance and Results Act reporting, Career and Technical Education Act reporting, TEAC reporting, Middle States reporting, studies to document the cost/benefit of Federal support for NTID, and other outcomes and assessment reporting.

Required Minimum Qualifications
Advanced degree: Master's degree in a quantitative discipline.
10+ years of progressively responsible experiences in research design, data collection and retrieval, statistical analysis and reporting. Must include 5+ years of experience working directly with senior leadership positions in support of institutional/organizational decision making.
SPECIALIZED SKILLS :
Strong written, oral, and interpersonal skills, including the ability to present complex information to senior leadership along with actionable recommendations.
Strong quantitative data analysis skills, including but not limited to descriptive and inferential analysis, missing data analysis, imputation, coding, cross tabulations, correlations, ANOVA, regression, and interpretation/communication of results.
Strong ability to influence decision-makers and staff of the Institute.
Previous experience managing personnel.
Demonstrated knowledge of best practices in data integrity and analytics to support organizational planning.
Strong SAS programming skills, and extensive experience with data reporting tools such as Tableau or OBIEE.
Experience with Qualtrics, in both implementing and administering surveys, and advising users on the XM platform.
Ability to manage multiple projects simultaneously, prioritizing projects and tasks to meet multiple deadlines.
Ability to interpret and understand policies and procedures.
Ability to maintain high level of security and ethical standards when dealing with confidential data or information.
Ability to guide priorities with strong communication and teambuilding skills.
High attention to detail and accuracy.
Preferred education, experience, or specialized skills:
Sign Language proficiency strongly preferred
Experience in a higher education environment involving the analysis of unit record data preferred
