The Executive Director will play an instrumental role in the ongoing oversight of Northwestern’s COVID-19 operations. Reporting to the Vice President of Operations, the ED will oversee and coordinate key health and safety operations related to the University’s pandemic response and evolve those operations as the pandemic subsides. Key responsibilities will include:
Oversight of COVID-19 testing, including 60+ staff members and 7 testing locations
COVID-19 testing data management and compliance tracking
Campus vaccination efforts, including vaccination site management and data tracking
Coordinating technology implications across COVID operational functions
Partnership with and conduit to the COVID Response Team and Quarantine and Isolation housing functions.
In addition to the direct operational oversight noted above, the ED will engage in future state post-pandemic planning efforts, supporting current working groups, and ensuring that health management strategies remain aligned with the current operational status of the University. The ED will also work to stay abreast of changing public health guidelines and implement policy changes as necessary across Northwestern.
As COVID-related responsibilities wane, the ED will engage in a variety of operational and strategic administrative elements of the VP and Risk, Internal Audit, Compliance, and PPS portfolio. These duties are expected to include support for strategic initiatives in the unit as well as organizational development.
The ED will work closely with other leaders within the Office of Risk, Internal Audit, Compliance, and PPS, as well as external partners in other University units and departments, including Student Affairs, Office of the Provost, Human Resources, Information Technology, and Global Marketing and Communications.
Please note: Must be willing to work onsite, in a testing or vaccine site environment, most days of the week.
Directly oversee COVID-19 testing operations, including budgetary oversight, staff management, and operational site logistics. Responsibilities include but not limited to, oversight of matters related to organizational structure, human resources, staffing and recruitment, compensation, performance management, IT and technical support. Provide high-level customer service to Northwestern students, faculty, and staff to ensure a favorable testing experience.
Ensure effective data management strategies across COVID testing vendors and applications. Partner with Northwestern IT to manage multiple testing vendor platforms and verify ongoing accuracy and completeness of data. Handle associated state reporting obligations. Manage the testing email account to respond to inquiries from the community.
Oversee testing compliance management, including partnership with Student Affairs Office of Community Standards and other relevant offices. Oversee the testing management team to keep testing cohorts updated, manage daily change files and exception requests. Send communications related to testing compliance and escalate as appropriate.
Track public health guidelines (CDC, IDPH, CDPH, other) and implement changes in strategy, as necessary. Work with other campus stakeholders to ensure campus-wise mitigation strategies are adjusted as public health guidelines are updated. Work with local public health departments to navigate dynamic changes in the Northwestern or regional environment.
Oversee and refine vaccination site efforts. Ensure appropriate staffing and training for vaccination sites, as well as site logistics and inventory management. Partner closely with Student Affairs, Northwestern Medicine, and public health agencies to ensure an efficient and compliant vaccine program. Track vaccination data and manage invitations to vaccination events. Manage second dose obligations. Ensure all required public health reporting occurs.
Ensure appropriate coordination across COVID health/safety-related functions and teams. Particularly, ensure testing, vaccination, case management, contact tracing, and quarantine/isolation services are all well-aligned. Identify new cross functional issues and work to resolve. Report out to leadership on any progress, concerns, or issues.

Bachelor’s degree or equivalent in education and experience
Strong experience managing complex high-level projects and successfully meeting milestone and project deadlines

Experience in higher education, preferably at Northwestern, with demonstrated experience in administering university-wide programs
