Manages and coordinates the fiscal operations. This includes budget preparation and control (E&G, Separate Appropriations, contracts and grants, designated funds, and self- generated funds), budget modeling, human resources administration, accounts payable, accounts receivable, contract and grant accounting, and business resources.
1. Manages the daily fiscal activities, which include budget preparation and control, accounting, purchasing, and business planning and management; ensures compliance with university policies and procedures, state, and federal regulations. 2. Coordinates, designs, and implements financial controls. 3. Prepares, in conjunction with budget office, budget requests, operating budgets, legislative budget requests, and formal budget revisions as required. This includes reviewing the budget requests submitted by the various units reporting to the College of Veterinary Medicine. 4. Coordinates the preparation of reports of funding (including external), disbursements, special analyses, and information reports for management; presents recommendations for changes and/or improvements, monetary control, and adherence to budgets. 5. Manages from the foundation for CVM to include the coordination of scholarships. Manages the fiscal functions of six external locations to include an Animal Hospital, Clinics, and Diagnostic Lab. 6. Oversees the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. 7. Serve as a mentor and resource to individuals new to university research administration/accounting. 8. May coordinate financial aspects of grant proposals, contracts, and sub-contracts, including the development of budget, proposal preparation, and adherence to funding requirements; serves as liaison with university administrators, state, federal, and private funding sources. May be involved in the review of cost sharing commitments by the university as well as third party cost sharing commitments. 9. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. 11. Represents the organization at various community and/or business meetings; promotes existing and new programs and/or policies. 12. Serves as a member of the Dean's Cabinet 13. Performs miscellaneous job-related duties as assigned.
Bachelor's degree in Business, Administration, or related field Minimum of eight years' experience in accounting managing a large scale budget
Knowledge, Skills, and Abilities:
Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments. Skill in organizing resources and establishing priorities. Ability to foster a cooperative work environment. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Hands on leader with the ability to work with a mission driven college. Knowledge of customer service principles, techniques, systems, and standards. Demonstrated ability to lead and develop staff members. Well-developed team building experience and experience managing people, providing feedback, reviewing performance, and mentoring others actively. Knowledge and understanding of business management principles and practices. Skill in the use of personal computers and related software applications. Familiarity with medical (or veterinary) education. Knowledge of fund accounting.
Working Conditions and Physical Effort
No unusual physical requirements. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
