The Office of Tax and Revenue Services is seeking applications for a Procurement and Contracts Manager. This position is responsible to the Associate Vice President for Procurement and Contract Services for planning, organizing and directing the operation and administration of all purchasing and contract processes at ETSU. The Procurement and Contracts Manager is responsible for:
compliance functions of the Procurement and Contracts department, ensuring proper oversight and controls on electronic purchasing and contract processes and driving change recommendations to improve the efficiency of the purchasing functions;
responsible for university training sessions and materials regarding purchasing and contracts;
working with information technology to implement solutions;
assisting in maintaining ERP (Banner) and the electronic purchasing systems;
maintaining supplier records in ERP and electronic procurement systems (eBucs);
demonstrating technical expertise on the automated systems and processes in designated areas of responsibility;
working collaboratively with the business and support teams for system enhancements and production issues; and
performing other related duties as assigned.
