Support the vision and strategic direction for the BSD through effective resource management and supporting strategic priorities for investments in the research and education portfolio.
Sustain an environment of continuous quality improvement, including achievement of identified performance measures across the system.
Be the BSD leader and advocate to support the University-commissioned Financial Systems Transformation (FST) project by developing a good relationship with the project leaders and stakeholders, getting inputs from the divisional users and subject matter experts, predicting risk factors, and communicating information to the FST project team, BSD leaders, and key stakeholders/users.
Be a leader in change management to ensure the continued evolution and improvement of BSDâ™s financial and administrative capabilities.
Planning and Budget
Identify opportunities for automation to shorten the budgeting process and use technologies to enhance financial reporting and metrics. Collaborate with colleagues across divisions and UCM to achieve buy-in for a modernized process with available tools.
Ensure budgets are consistent with the mission of the division.
Oversee the annual budget planning process and annual long-range plan.
Provide leadership and stewardship on financial operations including purchasing, payroll, and reimbursements with attention to adherence to university and federal sponsored policies and procedures including reconciliation and audit controls.
Be future-oriented and find ways to control costs while sustaining growth, productivity and efficient systems for decision making.
Improve financial monitoring standards, processes, and technology to enable personnel the authority to effectively manage financial performance.
Motivate, support and mentor the finance leadership team.
Set realistic expectations with the available tools and resources.
Make thoughtful and well-informed decisions.
Collaborate with the University CFOâ™s office, University Budget office, and UCMC Finance on all financial matters.
Develop relationships ensuring transparency throughout the academic enterprise.
Mentor and enable Executive Administrators to develop leadership and financial skills for effective management and decision making in their roles.
Human Capital Management
Be a leader in Human Capital, Organizational Management, and Shared Services.
Provide leadership in the annual faculty and staff salary planning process.
Work with the Dean and Department Chairs to develop competitive new faculty start-up packages and faculty retention packages.
Sponsored Research, Gift, and Endowment
Direct and oversee reporting and compliance efforts related to BSD grants, gifts, and endowments.
Strengthen management and monitoring of sponsored research projects and restricted fund activities to ensure financial accuracy and accountability.
Ensures all gifts and endowments are utilized in a timely manner and compliant with donor intent.
Participate in the process of preparing and filing all federal, state, third party and other financial reports, as required, in a timely manner with appropriate University coordination.
Risk Management, Business Continuity, and Compliance
Assume the appropriate delegation of signature authority for contract review and authorization.
Contribute to the Audit Committee and risk management assessment.
Work closely with the University financial leadership to ensure the BSDâ™s input into and conformity with Universityâ™s finance policies. Revise or create divisional policies and procedures as needed.
Conduct meetings and develop training to ensure compliance with established practices and keeps employees aware of current standards and changes that are occurring within the University.
Manages employees through senior managers. Oversees the development of performance goals, establishes the structure for allocating resources and assessing division or University policies.
Crafts and executes functional business plans and contributes to the development of financial goals, strategies, plans, and policies for the unit.
Performs other related work as needed.
Bachelorâ™s degree with an emphasis in finance or business.
Masterâ™s degree in a related field.
Ten years of progressively responsible professional experience in accounting, financial planning, budgeting, analysis, forecasting, modeling, auditing, financial control systems and regulatory compliance required.
Extensive experience in financial management skills, including the ability to analyze data for budgeting, operations, auditing and accounts receivable and reserve analysis, pro forma preparation.
Highly proficient in financial and mathematical skills.
Proven track record of leading organizational economic performance.
Demonstrated understanding of federal regulations and sponsored program administration.
Demonstrated understanding of both FASB & GASB accounting principles.
Experience working in a cost conscious, tightly controlled business setting that regularly employs benchmarking.
Experience within an academic health sciences environment.
Experience and knowledge of clinical payment systems and familiarity with all sources of payment for clinical services and related incentive methodologies.
Knowledge of financial information management and computer information technology.
Working knowledge of policies, procedures, and financial implications of technology transfer.
