The Department of Population Medicine and Diagnostic Sciences (PMDS) is the academic home to faculty in the disciplines of veterinary diagnostics, epidemiology, shelter medicine, ambulatory and production medicine. PMDS has a large and complex roster of faculty with varied primary responsibilities spanning research, teaching, clinical and diagnostic service, and extension support.
The Animal Health Diagnostic Center (AHDC), a high visibility and high volume veterinary diagnostic laboratory promotes the health, productivity, and welfare of food-and fiber-producing animals, companion animals, and zoo and wildlife populations. Through its comprehensive veterinary diagnostic services the AHDC detects animal diseases and supports animal and public health, promotes environmental stewardship and fosters economic growth.
Under the general oversight of the Department Chair and the Executive Director of the AHDC, the Director of Operations and Business will lead the administrative and business operations for a medium-size academic department with an annual budget of approximately $8 million and a large not-for-profit enterprise unit, the AHDC, with a total budget of about $30 million annually; employing over 300 people, including professorial and research, teaching, and extension faculty, academic staff, and non-academic staff.
Director of Operations and Business:
Develops and implements strategic planning initiatives to deliver superior administrative service, financial accountability and planning, and fosters staff relations and development;
Oversees development and implementation of business and operational policies and procedures in conjunction with the Department Chair and the AHDC Executive Director;
Acts as liaison with college and university offices;
Serves as AHDC and departmental point-of-contact for matters related to the administration and operation;
Maintains relationship and responsive communication with the fiscal offices of New York State and federal agencies responsible for funding AHDC activities (New York State Department of Agriculture and Markets, New York State Department of Environmental Conservation, USDA:APHIS:VS);
Understands and adapts to the diverse needs of the academic and enterprise units.
Leverages technology within and across systems to maximize efficiency and efficacy;
Oversees the maintenance and use of over 125,000 square feet of diagnostic laboratory space, spread over three campus buildings, including a state-of-the-art diagnostic laboratory building, and four satellite laboratories throughout New York State;
Provides inclusive leadership and strategic direction for the business operations staff;
Formulates practices and guidelines for AHDC and department activities, including budget development, data analysis, long-range forecasting, and financial reporting;
Oversees PMDS facilities support, graduate education funding and faculty account support management.
Facilitates and manages pre- and post- grant and contract applications and awards.
Required qualifications and skills:
A Master's degree in Business Administration or related field with a minimum of 5-7 years of supervisory/leadership experience, or equivalent combination of education and experience;
Proven leadership and supervisory experience;
Ability to initiate, facilitate and effectively manage change;
Demonstrated experience with external funding mechanisms and regulatory structures;
Experience with strategic financial and operational planning initiatives and oversight;
Excellent analytical, data interpretation and forecasting skills;
Exceptional negotiation and conflict resolution skills;
Ability to handle confidential matters sensitively and effectively in a dynamic, deadline-driven, complex, team-based environment with multiple conflicting and competing priorities; and
Demonstrated proficiency with commercial enterprise-based software systems (for example, Microsoft Office Suite, SharePoint or other Document Management system, Laboratory Information Management Systems) and, effectively navigating online resources with the ability to learn new software quickly.
Demonstrated ability to delegate appropriate levels of responsibility and authority to subordinates, monitor progress, and coach for success.
Approximately 3-5 years of Cornell leadership experience and familiarity with Cornell Financial and HR policies and practices preferred.
