Responsibilities As a Supervisor within the Enterprise Applications department of the Information Technology division, this position is responsible for supervising assigned staff, providing technical leadership, managing service and support delivery, projects and other activities associated with key IT initiatives. Areas of responsibility will include high visibility, complex enterprise and administrative applications.
The Identity Management Supervisor provides identity and access management expertise to business and project teams to define business requirements for various technologies, prepares and reviews system architecture designs, provides expertise in the planning, development and implementation of identity, access governance and administration, authentication technologies and strategies; and provides subject matter expertise in the identity and access management domain to the organization, engages with IT, business and campus units throughout the university community and plays an important role in the effort to secure the identity of UCDH and campus affiliates from threats to the confidentiality, integrity, and availability of such identities.
Provides direct supervision to IT professionals and skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., security, fiscal management, HR, contracts and grants, and resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures, processes, and policies to determine appropriate action. Supervises assigned staff to assure accountability and stewardship of department resources (operational, data, financial, and human) in compliance with departmental goals and objectives.
Receives assignments in multiple forms including but not limited to tasks, projects, and/or objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies, processes, standards, and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks, issues and/or opportunities and responds accordingly. Contributes and provides to team priority setting and any associated workflow and/or process analysis.
This position will interact with all levels of IT management and staff in the performance of duties and will work with a high degree of independence and decision-making. May be required to work outside traditional business hours to meet critical needs of the organization.
Extensive and demonstrated programming using Java and Java Enterprise technologies.
Experience with Directory Services solutions with the focus on Microsoft Active Directory (AD) Security and Administration.
Has solid interpersonal and management skills. Demonstrated skill in managing technical and analytical staff.
Demonstrated diplomacy and negotiation skills.
Strong experience with the following technologies: Multi-factor authentication, IAM technologies including SAML federations, Microsoft platforms (Windows 7, Server 2003, 2008, Active Directory and Group Policy), Unix/Linux, DNS, SMTP, FTP/SFTP, DHCP, RADIUS, Web Services, Oracle, Java Enterprise Edition platform and services.
Extensive and demonstrated programming and XML processing experience.
Strong understanding of software, applications, database infrastructure or other IT functions.
Has solid knowledge of related principles and concepts to provide solutions to more complex and diverse information systems issues.
Ability to serve as a highly skilled technical leader and information resource, and to work collaboratively with key personnel and management, providing guidance and recommendations on systems, improvements, upgrades, and industry advances and trends.
Requires solid ability to communicate highly technical information in a clear and concise manner to both technical and nontechnical personnel.
Solid ability to gather, organize, and analyze data in the completion of assignments.
Excellent oral and written communication skills.
Project planning and analysis experience. Ability to manage and lead diverse groups, peers, managers and others in a matrix environment.
Ability to work remotely and manage remote teams.
Sound understanding of typical vendor provided application agreements for on-going support, maintenance updates, application upgrades, and end-of-product support.
Demonstrated experience with process analysis, systems analysis, process architecture, and various SDLC methodologies and practices.
Knowledge of business operational support including; planning, design, development, implementation, user support and training, maintenance, quality assurance, and system testing and evaluation. Experience with the integration of complex, diverse, internally and externally developed implementations of business functions to build scalable systems.
Experience with mentoring/training or staff regarding IAM skills, concepts and knowledge.
Expert proficiency with common productivity software such as Microsoft Visio and Excel.
Strong knowledge of information security frameworks and standards such as ISO 27002, NIST, Etc. and regulations related to information security such as HIPAA, FISMA, SB 1386, etc.
Expert knowledge of IAM domains such as accounts management, access control, password management, rolls management and regulatory and legal issue impacting identity and access management.
Experience developing Web Services (SOAP and REST), using Web Service Definition Language (WSDL) for SOAP services.
Identity and Access Management. Experience with Oracle Identity and Access Management software stack (OIM 11g R2 P2 or P3, Oracle Identity Analytics 11g) a plus.
Experience in industry standards such as but not limited to: LDAP, Kerberos, SSL/TLS, DNS, ADFS, and SAML.
Academic institution or large integrated healthcare facility experience.
Experience managing and leading diverse groups, including peers, leaders, and others in a matrixed environment.
Must pass a background investigation.
Able to work remotely and utilize standard remote work tools and technology to perform position's responsibilities.
May be required to attend training specific to the applications supported.
May be required to work extended and/or flexible hours as needed to meet operational objectives.
