This Senior Director of the TMO will establish the vision for building our partnerships and stakeholder engagement efforts with our students, faculty and staff; align and manage our ITS roadmap, portfolio and projects with university priorities; and enable an integrated and collaborative approach to our organizational change management and communication efforts to meet the needs of the university while recognizing the unique requirements of our different schools and units.Â The TMO leader will also spearhead USCâs ITS organizational initiatives and efforts including internal communications, performance management, ITS academy and culture development.
Key responsibilities of this role include:
Work in collaboration with ITSâs leadership team to establish criteria, guiding principles, standards and operational model for the TMO.
Ensure all projects administered by the TMO adhere to best practices and standard approaches for program, project and organizational change management, and are aligned with University objectives.
Oversee all aspects of project planning efforts and teamâincluding requirements gathering, scheduling, work planning, communications, issue resolution, cost tracking, financial reporting and change management.
Guide project stakeholders in defining project scope, timeline, budget and benefits realization as well as ensuring the effective utilization of resources.
Partner with internal stakeholders to ensure successful program delivery and manage IT portfolios.
Coordinate and oversee the reporting on the status of programs / projects (i.e. issues, risks, schedule and cost), the performance of the overall PMO portfolio, and the management of available project delivery resources.
Ensure program risks are effectively managed and that escalations are addressed in a timely manner.
Provide administrative and project management oversight of project reviews, Quarterly Business Reviews and will ensure consistency in reporting across the TMO program / project portfolio.
Oversee team of program and project managers, as well as change management specialists, in support of ITS program and project portfolio.
Organizational Change Management
Develop and execute a comprehensive, integrated change management strategy related to all TMO initiatives â internal and external to ITS.
Partner with stakeholders to create and execute detailed change management plans for campus-wide and ITS initiatives.
Develop and define a cohesive framework and operating model for the organizational change management function.
Oversee organizational change plans and teams â including strategy, stakeholder management, communications, training and organizational readiness.
Develop and maintain customer-driven insights and strategies for TMO initiatives to build and increase adoption and customer experience.
Develop a stakeholder engagement strategy that provides guidance and coaching on issues related to culture, behavior, change management, change leadership and all organization development activities to support business strategy and change initiatives.
Communications, Learning & Development and Culture
Oversee ITS communications team, process, system and standardsâintake of requirements through distributionâin alignment with university and employee communications.
Manage content calendar and resourcing relative executive, internal and external communications as well as digital assets (i.e. websites, SharePoint, social media and digital signage).
Lead team of training developers that provide instructional design services and deliver training that drive the successful user adoption of key priorities, initiatives and organizational goals.
Design and deliver on employee development strategy through the implementation of new Performance Management process and ITS Academy.
Lead the strategy and plan to operationalize values throughout the organization, in concert with leaders, directors, managers and culture team members.
Translate culture strategy into a systematic and measurable approach that promotes the learning and development of culture and the adoption of core values.

The candidate for the position of Senior Director of the TMO must meet the following qualifications:
Bachelorâs degree in business administration, communications, public administration or related field
Eight or more years of experience in process, organization, change and/or learning improvements and leading enterprise-level organizational, process, technology and culture projects
Training experience in a formal process, organization, change, and/or learning improvement methodology
Demonstrated experience in reporting financial and operational project-related metrics
Demonstrated success in promoting Diversity, Equality, and Inclusion
Ability to manage a high-velocity program portfolio in an agile manner to quickly address programming and resource challenges
Highly knowledgeable and experienced in enterprise-level portfolio, program, and project and organizational change management best practices; methodologies and techniques to provide oversight and support to program and project management, organizational change management specialist and key stakeholders and sponsors
Ability to build relationships and credibility with internal stakeholders and cross-functional business partners, and third-party service providers
Ability to leverage and maximize resources output for the greater good of the organization
Ability to propose, implement and lead a structured change management process
Must be knowledgeable in project quality assurance and risk management processes
Ability to report on project progress and outcomes clearly, concisely and accurately to stakeholders at all levels
Excellent communication and presentation skills, ability to convey complex topics to diverse audiences.
Excellent leadership skills, including the ability to develop project delivery credibility through planning, coordination, execution and reporting on time / on budget project delivery
The ideal candidate for the position of Senior Director of the TMO meets the following qualifications:
10 or more years of experience with process, organization, change and/or learning improvements and leading enterprise-level organizational, process, technology and culture projects
5 or more years of experience in a senior management role with oversight of multiple, cross-functional programs
Prosci and/or Project Management certification
Experience working in a higher education or large, fast-paced, highly collaborative decentralized environment
Working knowledge of an Information Technology portfolio
THE WORK YOU WILL DO
The Senior Director of the TMO:
Drives strategic change management, organization design/governance, culture management, stakeholder engagement, and technology adoption programs in alignment with ITS and university-wide priorities. Supports a broad range of staff and campus customers with their change management projects by creating organizational engagement plans
Develops sustainable principles of engagement and culture for the ITS organization (e.g. promoting fairness and inclusion, creating communities for action, connecting people). Provides change management, communications, and training expertise by participating in ITS leadership meetings, and developing community content around culture and engagement for ITS staff.
Supports large-scale engagement and change management for projects across the ITS organization. Builds consistent engagement and change management practices for projects the organization supports across both the ITS and university environments. Develops standards and key messaging for communications that are distributed to ITS.
Responsible for the development of team members, helping set and achieve goals for career growth. Fosters an inclusive environment that values differences and creates a sense of belonging and appreciation for team members. Leads by example, demonstrating strong ethics, high accountability, and actively driving the process of embedding ITS values and behaviors. Creates a culture of trust and transparency. Provides vision and high-level direction for engagement, culture and communications within the larger context of the ITS and USC environments. Works with other ITS leaders, customers, partners and stakeholders to develop and manage a holistic strategy for delivering service quality and continuous service improvement
Manages the implications of security and compliance guidelines by embedding university policies and procedures into work plans and workflows. Works closely with customers to relay the importance of and sensitivity around risk identification, mitigation and remediation. Establishes governance for engagement, culture, and communications through the implementation of standards, procedures, and quality measures. Responsible for the execution of the engagement, culture and communications service portfolio.
Builds and maintains strong relationships with ITS leaders, customers and partners, ensuring consistent, reliable service is delivered to a broad range of university stakeholders. Participates in governance boards, councils, meetings, and campus-wide technology initiatives to understand current and future business needs, and develop and manage a holistic strategy for delivering quality and continuously improved service.
Administers department budget, creating, planning, monitoring, reconciling, and directing resources. Works closely with ITS leadership to identify, implement, and support cost-effective, leading solutions for all engagement, culture, and communications aspects by maintaining currency with industry innovations and providing thought leadership around process optimization.

Minimum Education: Bachelor's degree.Minimum Experience: 8 years.Minimum Field of Expertise:Bachelorâs degree in business administration, communications, public administration or related field. Prosci or similar certification. Strong understanding of business processes within IT environments. Proven expertise in the design and implementation of large organizational initiatives, preferably within a higher education environment. Extensive experience with Microsoft Office suite and other workplace collaboration tools. Ability to interpret, analyze, and apply pertinent policies, procedures, regulations, and requirements. Excellent written and verbal communication skills, with experience presenting technical topics in a business-oriented fashion to non-technical audiences.
