BNL's Nonproliferation and National Security Department (NN) contributes to U.S. nuclear security and safeguards efforts by assisting in the development, analysis and assessment of policies that strengthen international regimes, collecting and analyzing data to identify trends and threats to the U.S. and international communities, developing and implementing new technologies to address existing and emerging threats, and strengthening the domestic and international institutions that form the framework of the nuclear non-proliferation and nuclear security regimes through training and engagement. The Data Driven Intelligence and Security Group was established in 2019 to develop and manage programs in cyber security, data science, artificial intelligence and machine learning and to provide support to classified programs at Brookhaven National Laboratory.
Position Description The Data Driven Intelligence and Security Group has an opening for a Staff Specialist. This position is to support BNL's Virtual Field Intelligence Element (V_FIE). The V-FIE provides administrative support to work being conducted for the United States Intelligence Community (USIC). The Staff specialist, who will report directly to the Deputy FIE Director, will be responsible for administrative tasks associated with Interagency agreement, that is contracts between the Department of Energy and other federal agencies. The primary responsibility is to help process work-packages defining and allowing Strategic Intelligence Partnership Program (SIPP) work to be performed at BNL. This position has a high level of interaction with an international and multicultural scientific community.
Essential Duties and Responsibilities:
Responsible to lead the business/administrative handling of intelligence work packages and interagency agreements between the federal government and the BSA contractor
Determine office and process effectiveness by developing, monitoring, and analyzing key operational performance indicators, for example length of time to process paper work from receipt to delivery, self analysis and delivery to managers
Observe process and procedures to identify and communicate performance problems to management in a timely manner, for example processing delays
Communicate across different areas of the laboratory. Interface with the Lab's Management System Stewards and Executives, including the Department of Energy Brookhaven Site Office (BHSO) Facility Support Representative regarding the improvement initiatives and related processes
In order for interagency work to commence at BNL SIPP, work packages must be approved by DOE Office of Intelligence and Counterintelligence, DOE Office of Science and BNL. Candidate will be responsible to monitor and ensure that all approvals are met. Interface with both federal entities is necessary.
Support the implementation of continuous improvement through planning, doing, assessing, learning and feedback
Leverage the tracking and trending capabilities of Power BI and other Modern Cloud based tools using the Laboratory's performance databases to develop capabilities and monitor and analyze data at the speed of business
Foster a work environment that promotes openness, trust, communication, and teamwork among FIE workers and the Lab's Management System counterparts
Required Knowledge, Skills, and Abilities:
Bachelor's degree in an engineering or science discipline or closely related field of study or equivalent experience, generally based on the basis of 2:1 (experience:college) years ,
At least four (4) years full-time progressively responsible directly related work experience
Must be able to obtain and maintain a security clearance
Experience implementing and monitoring operational processes
Experience communicating issues to management in a clear, concise, and timely manner
Experience building consensus and sustained collaboration among key stakeholders, particularly when there are competing interests among multiple constituencies
Ability to manage, facilitate and leverage cross-organizational resources to drive improvement efforts
Experience with teambuilding, problem-solving, and the use of analytical tools
Demonstrated proficiency with Visio and Microsoft Office applications
Preferred Knowledge, Skills, and Abilities:
Work with Federal/ State or Local government agencies a plus
Ability to represent BNL at project meetings as a member of a team
Familiarity with DOE Directives, Standards, and Guides
Environmental, Health & Safety Requirements:
The proposed work will take place in an office environment, but there will be some interface with scientists and engineers who work in BNL laboratories. The ability to conduct oneself safely in BNL laboratories by understanding safety information sheets and to advise visitors of required protective equipment upon entering laboratories is important.
Some travel may be required but will be minimal (~one/two weeks a year). All travel will be domestic.
