Financial modeling, forecasting and internal controls for both USP and ESPs: Organizes information from a variety of sources to establish data banks for use in analyzing, enhancing or developing internal controls over USPs and ESPs and creating future enhancements. Guides and collaborates with all levels of management, centrally and within business units, to gather, analyze, summarize, prepare, and present recommendations regarding financial internal control plans, trended future requirements, and/or similar complex financial matters. Researches and evaluates information to resolve issues and/or influence decisions. Conceptualizes, develops and executes multi-variable complex financial internal control and USP models.2. University Service Providers: Responsible for compliance of USPs which involves evaluating USPs' rate development methodologies for compliance with federal costing rules and university policy. Delivering and supporting campus-wide training for departmental business administrators regarding the calculation and maintaining of service provider rates. Develops and implements an effective monitoring plan of service providers to ensure their compliance with federal regulations and university policies and procedures. Manages the annual service provider registration and rate submission process. Continually improves costing related processes/activities by soliciting stakeholder feedback, developing and applying effective practices, and implementing prudent changes to enhance efficiency and effectiveness surrounding University Service Providers. Responsible for knowledge of current federal government regulations and sponsor requirements as they relate to the calculation of university service providers. Chair the USP Committee.3. External Service Providers: Focus on policy, the process and compliance of External Sales Approval Process (ESAP). Delivers and supports campus-wide training for departmental business administrators regarding the calculation and maintaining of external service provider rates. Develops and implements an effective monitoring plan of service providers to ensure compliance with federal regulations. Chair the ESAP Committee.4. As the ESAP process owner, ensure external sales requests are reviewed by the appropriate ESAP reviewers, which include representatives from the Tax Department, Controller's Office, Office of Sponsored Projects and Environmental Health and Safety, and that as part of the approval process it is confirmed that the service provider is aware of and can comply with all requirements, including grant, tax, license, export control, risk management, legal, and safety requirements, and contractual agreements. This position is also responsible for working with members of the ESAP Committee to determine whether requested external sales are considered related or unrelated.5. Primarily responsible for outreach to the university business units, to provide guidance on internal and operational financial controls.6. Strategic Resource: Translates department internal control finance strategies into goals.7. Financial Analysis and Reporting: Analyzes and synthesizes information and designs and creates accurate and timely internal control reports. Designs internal financial control reporting to meet compliance needs.8. Establishes, implements and/or maintains strong internal controls in areas of assigned responsibility.9. Supervise staff as necessary providing the outreach, training and corrective efforts.10. Provides expertise and support to the Senior Director of Costing.11. Provides a high level of service that cultivates and maintains strong working relationships and effectively communicates information; takes ownership and accountability for timeliness, accuracy and relationship management.12. Perform other miscellaneous financial compliance duties, analyses and special projects as assigned.
