Dept Marketing Statement The Committee Analyst, working with minimal supervision under direction of the Senate Director, is responsible for supporting a number of issue-driven Senate committees composed of UCSC faculty. The position requires efficient management of committees and committee agendas by working with Senate Committee Chairs, the Senate Director, Campus Officers and other analysts to identify and engage in activities that promote the advancement of campus priorities. The position demands high-level analytical and managerial skills necessary for the development of campus and system wide academic and administrative policies, financial and textual analysis, policy recommendations and implementation. The Committee Analyst functions with a thorough working knowledge and understanding of the institution, detailed knowledge of the principles of shared governance as well as the function and philosophy of the Senate as the legislative, academic governing body of the University. The position requires a broad and expert knowledge of the functions of a wide range of Campus and University units, their missions, policies and procedures. The incumbent provides assistance to the highest level of campus leadership in coordinating administrative issues through Senate Committees.
The Academic Senate is an organization in which staff continuity and a constantly deepening knowledge of the institution and trends in higher education is crucial due to the transitory nature of faculty service on committees. The incumbent must provide orientation and guidance to elected and appointed faculty officers who serve from one quarter to three years in positions critical to the development of campus and university policies and priorities.
Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.
The University of California has a dual-track system of authority and responsibility. The Standing Orders of the Regents vests the Academic Senate, a legislative body, with plenary authority over curriculum, admissions and academic assessment and responsibility to chart the University's educational course, while the administration is responsible to chart the financial and operational course. The Academic Senate has 23 standing committees of UCSC faculty members that meet regularly in addition to quarterly meetings of the Senate as a whole.

Job Duties 40%: Research and Analysis: Under the direction of the Senate Director, the incumbent is assigned responsibility for providing analytical support to Senate faculty committees. Independently exercise judgment in bringing information and issues related to the University's academic and research mission to the attention of the Director, Senate committee chairs and campus administrators. Define problems, independently conduct research, formulate solutions and make recommendations to redress complex problems directed to campus decision makers. Undertake fact-finding and analysis of data and systems pertaining to complex projects and organizations, interrelated policies and/or processes in order to prepare reports, presentations, correspondence and other materials. Handle complex problems at the highest administrative levels to assure Senate committee effectiveness. Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and / or additional process / policy components.
27%: Agenda Management: The incumbent initiates and is responsible for working directly with rotating faculty committee chairs to collaborate on building agendas for annual priorities and for each meeting. Responsible for preparation and electronic distribution of comprehensive background materials including initiating analysis, information gathering and modeling to ensure action items are completed by the deadline. Review incoming correspondence to establish relevancy for committees, independently analyze issues and perform research. Develop strategies; including logistics development, coordination with campus units and implementation for successful completion of committee activities. Gather and assemble analytical and factual data on problems and issues for logical presentation to faculty committees that review, vet and/or approve campus and university wide policies and make recommendations to the highest level of campus management, campus and university leadership. Independently exercise judgment in bringing information and issues related to the University's academic and research mission to the attention of Senate committee chairs, the Director and campus administrators and negotiate potentially sensitive, volatile, political situations. Prioritize and develop agendas for committees including interpretation and preparation of background and detailed briefing materials by anticipating data and information needs. Responsible for timely distribution of agendas, attend and document committee meetings by taking thorough, accurate notes and producing draft reports, legislation, minutes and correspondence. Create clear documentation of policies, guidelines and committee decisions for a campus wide audience. Maintain archive of committee actions and act as campus resource on issues, policy and precedent. Prepares directives, regulations, technical guidance, and other instructions for issuance to stakeholders.
15%: Campus Officer Advising: Oversee and facilitate flow of information between Senate committees, senior management, campus entities and system wide offices on a variety of issues, including confidential matters. Serve as primary advisor to rotating faculty committees and committee chairs. Work closely with senior management from all areas of the campus to facilitate communication, coordination, and consultation to support effective decision making. Develop conceptual frameworks of underlying principles to facilitate productive deliberations by faculty groups. Foster understanding of the Senate's mission and policies among a variety of campus constituents. Communicate the underlying principles and policy issues to a diverse set of faculty, campus principal officers, staff and student constituents.
5%: Professional Development: Researches, monitors and analyzes regulations, legislation, research literature and UC policies for impact on the organization or initiative. Incumbent must continually keep informed of campus, system wide, and Regental issues as well as state policy and current trends in higher education. Serve as liaison for Senate committees to a wide constituency including faculty, staff, students, and the Academic Council at Office of the President. A deep understanding of the role of each committee in furthering the goals and priorities of the Senate and campus administration is essential. Maintain and upgrade analytical and computer/web related skills to ensure that Senate committee functions are enabled by current technological tools.
5%: Special projects as assigned: Could include development of plans and timelines to facilitate senate or campus process improvement, proposes, leads and / or participates on policy and planning committees and working groups, develop and execute high-profile campus events. Develops scope of work, budgets, and reports for project requirements.
8%: Other duties as assigned, such as:
Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.
Manage all aspects of hiring, training, work assignment, supervision, assessment and development of direct reports. Maintain current job descriptions and standards of performance, meet regularly with direct reports and conduct annual performance appraisals. Define professional development goals and objectives with direct reports and oversee development activities.
Act independently on behalf of the Senate Director in Director's absence including, management of Senate functions such as committee assignments, personnel and budget. Assist Director in strategic planning for Senate operations.
Education: Bachelor's degree in related area and / or equivalent experience / training.
