Job Summary Reporting to the Assistant Vice President for Equity and Equity Investigations within Human Resources, the Lead Investigator for Equity and Title IX is responsible for the day-to-day management and support of civil rights compliance, including with Title VI, Title VII, Title IX and Institute policies including Institute policies on non-discrimination and sexual misconduct.
The Lead Investigator is a key member of the Equity and Title IX Office within Human Resources. The position supports the Institute's commitment to an open, diverse and inclusive learning, living and working environment. This individual is responsible for complex investigations resulting from claims of discrimination, harassment or retaliation made by students, faculty or staff. The position will require collaboration with various stakeholders across the Institute including the Office of the General Counsel, Student Affairs and Security.
Job Duties The key priorities for this position include but are not limited to:
Investigation and Response - Conducting prompt, thorough, impartial and equitable investigations of prohibited conduct by:
Meeting with individuals and using independent judgment and initiative that will provide problem solving options and conflict resolution
Independently analyzing complaints and developing investigative plans
Conducting sensitive and confidential investigations; interviewing students, employees and other witnesses ensuring a prompt, thorough and impartial process
Identifying and gathering evidence; maintaining accurate, confidential and thorough records; and drafting comprehensive investigative reports that clearly identify the critical facts for review and analysis
Assisting with the coordination of Caltech's Title IX resolution processes, including the hearing process as required
Maintaining a case management data base to organize, manage and track responses to incidents
Conducting outreach and training to staff, faculty and students as needed, and providing resource referrals to students, faculty and staff involved in investigations and or workplace concerns
Working closely with the Office of General Counsel, manages the coordination and completion of any reports mandated by external regulatory entities
Serving on the Clery Committee to document Clery reportable crimes, conduct training and education efforts and participates in the development of the Annual Safety and Fire Report
Case Management and Assessment - Assists the AVP for Equity with:
Conducting assessments of the effectiveness of Institute policies and procedures
Annual reviews of institute policy and procedures related to federal and state civil rights laws
Conducting climate assessments
Providing reports indicating complaint trends based on data collected
Outreach and Education - Assists the AVP for Equity by:
Identifying education and outreach opportunities for staff, faculty, post docs and students
Devising education and outreach materials, including power points, brochures, and website information
Providing comprehensive training and education on Title VII and Title IX policies and procedures to faculty, staff and students
Assisting in the development, coordination and implementation of events to raise awareness in the Institute community about all forms of discrimination and promoting equity
Representing the Institute and the Title IX Office at campus and community meetings, workshops or similar events
Conducting training education and outreach regarding Title VII, Title IX, VAWA, Clery and other applicable law and policy
Developing training materials and working with partners to promote educational programming
Providing information and assistance to students, faculty staff and visitors regarding the Institute's policies on non-discrimination and Title IX
A minimum of 6 years of HR/legal/or compliance related work experience or JD with a minimum of 3 years of experience
