The Rackham Finance and Fellowships Office in the Rackham Graduate School ( http://www.rackham.umich.edu/funding ) is seeking a highly responsible, self-motivated, detail-oriented Program Manager to oversee and lead the annual Rackham Merit Fellowships allocation, competition, and award process. The position will also oversee the annual Block Grant allocation and award process, coordinate gift agreements and processing, and evaluate and coordinate cost share agreements. While delivering the highest level of excellence and professionalism as a key member of the Rackham Finance and Fellowships team, the program manager will work closely with the Rackham budget manager, Rackham deans, graduate program faculty, and program coordinators to provide and oversee all aspects of these programs. This position will generate and utilize reports and track historical data to inform recommendations for award rates, communications, and process improvements. Judgement and discretion in the execution of responsibilities are exercised within established policies and procedures.

Job responsibilities include but are not limited to:
Lead the annual Rackham Merit Fellowship (RMF) and Block grant allocation and award process in coordination with Rackham Deans and administrative support staff. This includes preparing annual award rates, usage, and yield calculation reports. Collaborate with the Rackham Budget Manager to ensure appropriate award rates for fellowship awards and competitions. Coordinate the disbursement and tracking on Rackham’s Merit Fellowship and Block Grant programs. Train new graduate coordinators, chairs, and review committees on the RMF program, Predoctoral Fellowship program, and other Rackham fellowship programs. Serve as an expert resource to interpret and communicate fellowships information to students, staff, faculty, and outside agencies. Provide high quality customer service to everyone who comes in contact with the Finance and Fellowships Office, answer questions, resolve problems, and make recommendations. Utilize all available analytical tools and professional discretion to review fellowship application and nomination submissions for accuracy and completeness in order to determine eligibility. Keep up with federal, state, University, and Rackham fellowship funding requirements to ensure compliance.
Gift Agreements and Processing: Coordinate with the Director of Development and other Development staff to review gift agreements prior to execution to ensure that the donor’s intent can be operationalized. Work with the Development Team to facilitate donor awarding processes for financial aid gift funding.
Evaluate and coordinate cost share agreements (including administration of the GEM Consortium tracking requirements) with graduate programs. Monitor, track and report on cost sharing commitment requests on external fellowships and sponsored training grants. Identify areas of potential concern and follow through to initiate corrective action
Act as unit Liaison for Rackham with the University’s financial aid office
Administrative Tasks: In coordination with the Rackham Associate Deans and Rackham Dean’s Support staff, provide a list of vacant faculty fellowship review committee slots for recruitment of new members and create an annual schedule of review and decision deadlines. Coordinate with the Rackham Development Office, Associate Deans, and other Rackham staff to evaluate and rework unproductive workflows and distribution processes for Rackham fellowship programs. Provide highly responsible and complex general administrative support as a collaborative member of the Rackham Finance and Fellowships team. Utilize the MPathways Student Administration, Rackham Unified Fellowships, RMF Nomination & Utilization systems, and other fellowships application/utilization systems to process fellowship award disbursements accurately and in a timely manner. Update information on web pages, forms, links, and “Frequently Asked Questions”. Prepare scheduled and ad hoc reports in a timely manner. Create and maintain electronic and paper records, databases and tracking systems. Participate routinely in strategic and operational meetings to discuss, coordinate, and provide shared coverage. Initiate, edit and proofread written communications, reports, and other materials of high complexity.
Master’s degree or equivalent combination of education and experience plus 6-8 years of responsible experience in higher education required. Demonstrated increasingly responsible experience as a successful member of a high-level collaborative work team in a university setting, including staff work, program planning and administration. Understanding, appreciation of, and strong personal commitment to the issues involved in diversity programming. Demonstrated customer service attitude and experience and excellent interpersonal skills are essential, including the capacity to build relationships and the ability to work with a wide range of people who represent our diverse and multicultural society. Demonstrated ability to exercise a high level of initiative, creativity and judgment and to achieve organizational and operational change within a large and complex organization with multiple operations and constituencies. Strong problem-solving skills, including the demonstrated ability to synthesize ideas, anticipate next steps, and prioritize important decisions. Demonstrated organizational skills to plan, organize, manage and follow through on a large and diverse workload with excellent attention to detail and ability to meet deadlines in a timely manner. Demonstrated ability to communicate effectively with faculty, staff and graduate student constituencies, both orally and in writing, including the ability to exercise discretion and judgment in matters of a sensitive or confidential nature. Knowledge of personal computer productivity tools including word processing, spreadsheets, calendaring, scheduling, presentation and communication software packages. Ability to travel to locations across campus to attend meetings and oversee events and to transport materials as needed.
Experience working with graduate programs. Strong financial acumen with the ability to prepare and analyze financial reports including award projections. Knowledge of and ability to clearly and concisely articulate policies and procedures. Knowledge of graduate education. Knowledge of higher education organizational structure, policies, procedures, and practices; and working familiarity with and appreciation of the diverse cultures of the schools, colleges, and universities. Advanced knowledge of an ERP or CRM system or other relational-database systems. Advanced experience with financial aid regulations and application/administration.
