Director of Organizational Improvement - IPS Administration Regular Full-time, Pay Range MR18
The Director of Organizational Improvement supports the Institute for Public Service with continuous institutional improvement efforts.
Duties and Responsibilities: Develop, collect, monitor, and interpret organization metrics. Lead the organization in becoming data-informed and information-driven. * Implement short-term and long-term improvements and efficiencies for gathering and reporting metrics in a timely manner within IPS agencies and the Institute overall. * Serve as the IPS representative and voice in UT system-wide development and implementation of public service metrics. Implement those metrics within IPS and its agencies. * Assist agencies in ensuring metrics are effectively utilized in planning, decision-making modifying program plans, employee performance evaluation and goal setting and in other enterprise activities as appropriate.
* Ensure organizational data collection, storage and reporting is consistent and efficient across agencies and ensure data integrity when grouped across agencies.
Communicate mission-driven organizational and individual performance metrics throughout the organization and to key stakeholders. Lead the organization and agencies in continuous improvement efforts. Utilize effective framework (currently the Tennessee Center for Performance Excellence (TNCPE)/Baldridge Framework) to drive systematic organizational improvement and performance excellence. In collaboration with colleagues, directs and drives processes for TNCPE-related efforts across all IPS agencies. This position would have dotted line reporting relationships with those employees involved with TNCPE at each of the agencies. Lead in the organization and maintenance of an IPS-wide Advisory Committee. Schedule and organize spring and fall meetings. Ensure sharing of information from agency advisory groups to the IPS-wide committee and vice-versa. Coordinate projects and initiatives that utilize the strengths of two or more (ideally all) IPS agencies as well as purposeful collaborations of IPS Agencies with other Higher Education Institutions, other state agencies and public/private partnerships/initiatives. Develop goals and metrics for this activity. Coordinate subject-matter specific specialty groups across agencies. Foster collaborative program planning and implementation to maximize program reach, IPS resources and program impact. Develop goals and metrics for this activity.
Coordinate statewide programs with full authority that cross multiple IPS agencies and other stakeholders/partners in addressing major statewide issues. Lead the development and implementation with full authority of an effective program development process (for example Logic models) to drive program needs assessment, development, delivery, evaluation, reporting and planned impacts and outcomes. Assist agency personnel, in cooperation with development personnel, in identification of, and application for mission relevant extramural funding opportunities (grants, contracts and private gifts). Develop goals and metrics for this activity. Assist in the IPS strategic planning process including plan development, updates, work group coordination, reporting, record-keeping, and recognition of accomplishments and personnel involved. Coordinate formal internal feedback group(s) and associated processes including supervisory and leadership team 360- degree evaluations. Coordinate a regular process for collecting and utilizing program evaluations and other feedback from external constituents / customers.
