Resource Management Lead worker to: Direct oversight of: Counseling Director (1), Medical Director (1) and Associate Director for Administration in Medical Clinic (1), and Director of Prevention and Health Promotions. Indirect supervision to: Office Administration staff (4), Counseling Staff (3), Assistant Director for Wellness Education (1), Collegiate Recovery Coordinator (1), Staff Physician (0.75), Nurse Practitioner (2), Registered Nurse Manager (1), Certified Medical Assistant (1), Licensed Practical Nurse (2), Lab Director (1) and Lab Technician (1). Expected to establish and maintain a work setting which directly supports the university mission and its commitment to diversity, equity and inclusion.
Annual budget authority: Determines staffing and resource requirements for established service levels for three integrated departments. Responsible for development of annual operating budget including an annual request for student health fee funding, within guidelines established by the Vice President and which is reviewed and approved by the Vice President. Authorized to make expenditures of $100,000 within the approved budget in compliance with all related university, MinnState, and governmental purchasing guidelines. Obtains sponsorship, funding and buy-in to support initiatives. Expected to make decisions amidst competing priorities and limited resources based upon the university's mission.
Position Purpose Reporting to the Vice President for Student Life and Development, the Executive Director provides leadership to a strong team of college mental health clinicians, medical providers, wellness educators, and administrative staff. Integrated Student Care departments offer a broad array of services including scheduled and walk-in medical and mental health visits, tele-care, urgent care and crisis intervention, peer education, campus outreach programs, recovery programs and holistic health education. The position will serve as the University's authoritative expert on integrated student care. The Executive Director is an integral member of the Student Life and Development division and works collaboratively with numerous units including the School of Health Professions, residence life and housing, international student services, academic support, Title IX, risk management, and Public Safety to address coordinated support for student success as well as crisis management. The Executive Director is responsible for an annual operating and salary budget including general funds, student fees and fees for service of approximately $1,000,000 and leading a highly skilled, passionate team responsible for medical care, mental health services and wellness-prevention programs. All leadership and planning will reflect university's mission, accreditation requirements and the CAS standards for the constituent departments. The professional will demonstrate a commitment to diversity, equity and inclusion in all components of work.
Responsibilities and Results
Management and Oversight
Establish and maintain an expert team of professionals that successfully serve students and the University through an integrated care model.
Resolves problems across the organization and resistance to change.
Evaluates departmental assessment results and determines modifications to departmental goals and objectives consistent with the University's strategic plan.
Oversee counseling, medical services and wellness programs including clinical quality management, outreach and consultation, professional and peer education programs, risk management, and staff performance and professional development.
Implement and monitor compliance with all local, state and federal regulations pertaining to a mental health and healthcare delivery system.
Hire, train, supervise, and evaluate clinical, counseling, wellness and administrative staff assigned.
Responsible for funding stream management including student fees and charges for services. Develop, recommend and implement the annual budget, operating expenses, service hours, chart of charges for service, and service metrics to serve the greatest number of students.
Provide leadership in departmental and divisional strategic planning activities, CAS-based program review activities, and assessment and learning outcome efforts.
Manage external contracts which are clinically and/or administratively appropriate.
Oversee the maintenance of electronic medical recordkeeping system; ensure confidentiality of information and FERPA and HIPAA compliance.
Co-chair with the Dean of the School of Health and Human Services a working group related to the development and implementation of innovative health strategies for the campus community and others.
Clinical and Administrative Supervision and Training
Develop, review, implement, and evaluate department policies and procedures for Counseling Center, Medical Clinic, Alcohol and Drug Prevention, UChoose, Healthy Huskies and Recovery Community. It is expected the Position will be fully committed to counseling and medical practices and departmental policies which are student-focused, inclusive and respectful of diversity and equity considerations.
Via supervision of the Medical Director, ensure high quality of primary medical care, all equipment and supplies are available in good working order and calibrated per manufacturer's guidelines, as well as oversee licensed lab and hazardous waste management.
Via supervision of the Counseling and Psychological Services Director, ensure a high quality of short-therapeutic services and mental health care provided by practitioners at the Masters level.
Via supervision of Associate Director for Administration, ensure timely and accurate billings for services, staff training on systems, and high quality communications.
Via supervision of Director for Wellness and Prevention Programs, ensure highly interactive programs and services including UChoose, Healthy Huskies, Peer Wellness Coaching and Collegiate Recovery.
Communications and Consultation
Provide emergency on-call support and, as needed, in major campus crises.
Consult with and advise the Counseling Director and Medical Director on treatment plans, as needed.
Serve as a resource and consultant to the campus community on issues related to integrated student care – counseling, medical services and wellness.
Prevention, Education and Outreach
Coordinate and facilitate prevention and education holistic health programs to the campus community, and coordinate student referral services to on- and off campus mental health and medical resources.
Via supervision of the Assistant Director for Wellness Education, coordinate and facilitate student and family orientation workshops and outreach and training programs for resident assistants, student leaders, faculty, staff, and the general St. Cloud community.
Coordinate services with Student Accessibility Services, Residence Life, and other administrative units to address students' comprehensive health and wellness needs.
Medical Doctorate [M.D.] or Master degree in Social Work, Nursing, Clinical Care, Health Care Administration, Business or related field.
Five years of advanced professional experience in a related field.
Three years of budget experience during the professional experience.
Strong written and oral communication skills.
Demonstrated commitment to diversity, equity and inclusion in an employment setting.
Evidence of demonstrated ability to work with persons from culturally diverse backgrounds.
Professional experience in an integrated care model of counseling, medical services and/or wellness.
Demonstrated comprehensive knowledge in one or more of the following areas: counseling, health promotion, mental health, medicine, wellness or related field.
Three years of supervisory experience.
Professional experience working in a fee- for-service organization.
Demonstrated experience in a higher education – collegiate setting.
Licensed medical provider or mental health professional or able to gain licensure upon selection.
