This recruitment will be used to fill one full time Buyer 3 position for the VP for Research Office (RO) at Oregon State University (OSU).
Under the supervision of the Business Operations Manager, the Buyer 3 will provide purchasing and procurement support to the RO units and the Research Centers & Institutes (C&I's). This position works closely with the RO leadership team, the Division of Finance & Administration (DFA), and C&I's to ensure the presentation of timely and accurate information. This position must always maintain a professional and courteous demeanor.
This position provides leadership using OSU's procurement system to establish and maintain efficient processes related to purchasing for the RO & C&I's: procuring large dollar-value items, complex scientific purchases for research, and highly technical equipment for RO and C&I's, in addition to routine purchases of services and supplies. This position is the purchasing expert providing direct consultation for services and goods for RO and C&I's in the eProcurement systems; completes purchasing functions for RO and C&I's, and administers, implements, and reviews purchasing; and assists in the implementation of eProcurement contracts. The position also plans and executes special projects related to purchasing and contracts.
This position reviews financials including budgets, income, and expenses for compliance with OSU policy, accounting principles, and granting agency guidelines.
This position conducts business transactions over the telephone, email, and through personal contact with vendors to place purchase orders, receive competitive bids, and resolve billing problems. This position works independently to determine the purchasing needs/requirements and resolution for RO, C&I's, and DFA.
As a member of the RO Finance & Operations team, this position will serve all RO and C&I's with purchasing and contracting services as well as contribute to special group projects to continuing advancing the use and functionality of the eProcurement system while maintaining training and experience to be the RO and C&I's purchasing and contracts expert. In addition, this position serves as the requester and shopper for RO and assists C&I's in the requester role.
This position has regular interaction with C&I's directors and administrators, the RO, and staff at all levels to evaluate projects; serve as a consultant and advocate; advises on potential courses of action; evaluates options and/or makes decisions; and identifies and/or solves problems.
Three years of purchasing experience which must include using purchasing practices, procedures, and techniques such as determining specifications, placing purchase orders, and processing requisitions; AND A Bachelor’s degree in Business Administration or a closely-related field or three more years of relevant experience.
Strong interpersonal skills necessary to establish and maintain effective working relationships with internal and external customers and employees.
Demonstrated experience and competency operating and working effectively and efficiently with computers and other forms of office technology, electronic data, computer programs and software applications.
Demonstrated ability to efficiently complete projects with competing priorities and deadlines.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
Regular office conditions and hours. Extended time on the telephone and computer are required daily. This position requires the ability to move boxes weighing up to 50 pounds and to work without constant supervision setting priorities and direction to meet the needs of the team and Research enterprise. Position may need to travel to C&I, lab, and other research units.
