Dept Marketing Statement Responsible for direct leadership and management for a large department. Establishes and ensures successful implementation of operational objectives and initiatives. Provides resources to meet schedules and operational objectives. Establishes and oversees adherence to budgets, work plans and performance requirements. Identifies risks and responds accordingly. Involved in developing, modifying and executing policies that affect operations and may have campus wide impact. Works on issues requiring an in-depth knowledge of organizational objectives. May serve as subject matter expert. Develops and ensures implementation of a training program associated with the development of all department personnel including job-based and specialized job skill training, University-mandated training, training for applicable University policies and procedures. Mentors and coaches subordinate supervisors and staff within the Department. Develops and recommends professional development for subordinate supervisors and staff to enhance Department performance and depth of expertise.
Reporting to the Director of Physical Plant Services and in collaboration with colleagues within the Department and across campus, the Custodial Manager is responsible for managing the leadership, administration, management, and supervisory oversight of the Custodial Services Unit, a major operational services group within Physical Plant Services. The Unit provides custodial and related services for the residential, administrative, and academic areas of the campus. The incumbent is directly responsible for custodial services that encompass in excess of four million square feet and an annual operating budget of over $3 million. The Unit employs approximately 150 full-time permanent staff including two Principal Custodial Supervisors, five Senior Custodial Supervisors, 12 Lead Senior Custodians, 1 Window Washer, and over 125 Senior Custodians responsible for providing and maintaining efficient and customer-oriented custodial services to the campus. The staffing increases by approximately 20 to 30 temporary staff during the summer recess.

Job Duties 35%: Management/Supervision
Manages custodial and housekeeping functions for a large department or across multiple locations. Develops, communicates and implements department goals, objectives and programs.
Provides direction to subordinate managers and supervisors ensuring services are quality focused, timely and cost efficient.
Oversees human resources activities of subordinate managers. Responsible for recruitment, staff development, performance management / evaluation, corrective action, training, staff competency and retention.
Develops, implements and oversees the department inventory of supplies and equipment. Ensures an efficient ordering and distribution process for supplies including inventory control procedures. Plans and implements an equipment renewal program best supporting cost and time effective operations.
Develops, implements and oversees department quality improvement programs.
Recommend and implement sustainable practices in both cleaning and waste and recycle streams.
Leads and manages Custodial Services unit efforts as associated with emergency and health/safety responses including those associated with campus emergencies and health/safety incidents.
Develops, implements, manages and oversees the Unit's budget. Supports annual recharge and CHES reporting projections. Conducts review of budgets, monitors variances and adjusts expenditures as necessary. Develop the annual CHES/Summer Conferences budgets and projections.
Develops and implements custodial programs, plans, and activities to assess, improve and ensure facility cleanliness.
Participates in Physical Plant Services efforts associated with development of business continuity plans specifically focused on custodial services operational and response plans as related to short and long term emergency operations.
As a key member of the Physical Plant Services leadership team, participates in the development and implementation of Physical Plant overarching goals and objectives.
Supports the Strategic Goals of the Business & Administrative Services Division through implementation of Custodial Services Unit actions associated with these goals.
15%: Communication/Customer Service
Maintain a high level of responsiveness to customer needs and maintain effective customer relationships. Liaison representing Custodial Services to the campus community. Interact with College Administrative Officers (CAO), building coordinators, CHES (Colleges, Housing and Education Services), and others to assure quality of custodial services.
Provides support to special University events such as Commencement, Open House, Spring Fair and Summer Conferences.
15%: Staff/Organizational Development/Safety
Develops and conducts ongoing safety program to ensure staff competency using custodial equipment and supplies. Maintain tracking of safety training. Conducts periodic safety inspections and initiates action to correct identified deficiencies.
Develops staff training program to ensure knowledge of, and compliance with, University policies, department procedures, Cal OSHA and Joint Commission requirements.
Develops and implements waste management program including safe handling and disposal of hazardous and bio hazardous waste.
10%: General Administration
Participate in developing or presenting information/management positions for collective bargaining. Has access to information which contributes significantly to upper management positions for collective bargaining.
Negotiates and recommends vendor service contracts as needed (e.g. pest control, window washing). Monitors work, quality and completion of contracts.
Advises the Director of Physical Plant and senior PPDO leadership concerning issues of importance.
Maintain all reporting requirements such as APPA annual report and other regulatory reporting.
Leads and is responsible for the development, communication, and implementation of Custodial Services unit objectives and actions in support of Physical Plant Services and PPDO goals and objectives.
Education: Bachelor's degree in related area and / or equivalent experience / training.
Advanced knowledge of custodial and housekeeping services including knowledge of codes and policies governing bio hazardous and / or hazardous waste and other applicable legal and government-madated regulations and requirements related to custodial services.
Excellent communication skills with the ability to convey complex information clearly and concisely to diverse audiences.
Excellent analytical and problem-solving skills with the ability to synthesize information then develop and implement effective / innovative solutions.
Demonstrated ability to build effective working relationships and negotiate effectively.
Demonstrated insight, tact, political acumen, and diplomacy skills sufficient , to foster and build effective working relationships, build consensus, and negotiate.
Ability to lead and manage with a customer-focused orientation and be attentive and responsive to concerns when working with administration, management, and staff at all levels of the organization.
Advanced knowledge of fiscal management including budget development, account management and tracking.
Advanced knowledge and ability to develop and implement process improvement strategies and initiatives.
Demonstrated expertise in human resources management as necessary to hire, train, motivate, evaluate, commend, discipline, and release personnel so as to provide effective direct and indirect supervisor to the Custodial Services Unit overall. To include the ability to lead and manage staff with diverse skills and expertise.
Knowledge and ability to lead and manage personnel successfully in a union-represented environment.
Experience with and ability to develop custodial service plans based on available resources and priorities. To include further development and negotiation of service level agreements where necessary.
Ability to implement a customer service approach, with a commitment to high ethical standards.
Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved.
