Performs initial review of wastewater general permit authorization and individual domestic permit renewal applications. Tracks and evaluates Notice of Deficiencies (NOD), initial processing of permit application; update application status throughout process; ensures compliance with applicable policies, administrative codes, and statutes; communicates with external and internal customers.
Performs the initial review of wastewater general permit authorizations and individual domestic permit renewal applications for completeness, accuracy, and compliance with state and federal rules, policies and guidelines. Provides rule and policy interpretation for applicants, their representatives and the public. Drafts NOD letters using agency correspondence guidelines with no substantive errors. Tracks and evaluates applicant responses to NODs within established time frames; and declares applications administratively complete by accurately composing the Notice of Receipt of Application and Intent to Obtain a Permit (NORI) for individual permits; and acknowledges general permit authorizations by generating a certificate of issuance or registration. Receives, stamps, and distributes applications. Orders program files for authorizations. Enters application data into the Permit and Registration Information System (PARIS), Access, Internal Data Applications (IDA), Central Registry-Application Registration Tracking System (CR-ARTS), and Integrated Compliance Information Systems (ICIS) databases. Updates each database/spreadsheet as applications are received and when permitting actions occur. Evaluates and processes requests to transfer, extend, cancel, and change the name and address of permits; and prepares 180-day extension requests. Provides assistance to agency staff, the regulated community, consultants, and the general public regarding the wastewater applications and appropriate state and federal regulations related to wastewater permit reporting requirements; participates in team, section and division meetings, program trainings, and special projects and other general duties assigned. Performs other duties as assigned.
Bachelor’s degree. One (1) year of upper level secretarial experience or high school with five (5) years of increasingly responsible administrative, secretarial and clerical or the equivalent experience.
Experience with data entry and review of permit applications. Experience with handling internal and external customer requests.
