Under the general direction of the University Director of Procurement Contracting & Compliance or designated administrator, the Contract Specialist utilizes existing policies, procedures and statutes to plan, develop and organize all phases of assigned responsibilities for the University's capital construction program and professional services at all University of Connecticut campuses, including UConn Health in Farmington.

Responsibilities include, but are not limited to drafting, negotiation, and review of contracts; preparation of reports; and serving as a liaison with the Office of the General Counsel, Office of the Attorney General (when required), vendors, outside legal counsel and University administrators and officials. Bachelor's degree, advanced degree preferred, in Business or directly related discipline, and four (4) to five (5) years of related professional contract law/paralegal experience in a comparable institutional environment; OR an Associate's degree in related field and six (6) or more years of related professional contract law/paralegal experience in a comparable institutional environment; OR eight (8) years of professional contract law/paralegal experience in a comparable institutional environment.
Knowledge of contract theory, construction principles, laws and applicable Federal and State construction procurement statutes, policies and regulations.
Experience and proven ability to negotiate, administer and supervise complex construction and/or facilities maintenance contracting related documents.
General working knowledge of accepted procurement and construction practices used in a wide range of varying and unique commodity groups and/or services.
Ability to assess organization's needs, communicate those needs to the vendor community, negotiate as needed, and evaluate contracts to determine technical compliance.
Demonstrated ability to identify and resolve complex contractual issues efficiently, effectively and independently.
Ability to lead others in project management and planning with the ability to meet deadlines and facilitate solutions in a fast-paced environment.
Strong interpersonal and persuasive skills and the ability to work effectively with all levels of employees.
Excellent written and verbal communication skills.
Excellent computer skills with strong technical skills to work with multiple software programs including Microsoft Office.
Knowledge of contract management systems (e.g., Legal Files) and automated procurement systems (e.g., Jaggaer).
Dependable transportation and ability to travel to all University campuses and/or visit suppliers in support of University initiatives as needed.
Juris Doctorate (JD), MBA or advanced degree in related discipline.
Ability to develop and execute complex construction related contracting strategies with the goal to include cost-savings and increased efficiencies pertaining to construction and professional services administration and operations.
Experience with contracting in the State of Connecticut for construction and professional services.
Membership and active participation in a professional contracting association such as National Contract Management Association (NCMA) or other relevant professional organization.
This is a full-time position at the Storrs campus, requiring travel to Farmington and other regional campuses occasionally, as needed. The salary will be determined based on successful candidate's experience and training.
