POSITION DETAILS

The Finance Manager - Procurement will report to the Business Office Director at York College. In addition to the CUNY Title Overview, responsibilities include, but are not be limited to, the duties listed below:

• Supervise and direct the College's purchasing and contracting operations, ensuring legal compliance with applicable College and University policies and procedures. S/he oversees the year-end process in the CUNYfirst procurement system for York College.
• Create, design, and relay information to various suppliers regarding the needs of the College; this includes commodities ranging from lab supplies, office supplies and IT equipment.
• Evaluate current purchasing procedures and recommend operational efficiencies to the Business Manager that will assist the department to achieve its overall objectives.
• Develop and process (from concept to contract registration) acquisitions of various goods and services, including: Formal Requests for Proposals, Invitation to Bids, Request for Quotes, and other procurement projects; draft CUNY Board Resolutions and compile contract packages for all applicable procurement vehicles including tax levy and non-tax levy projects; draft and place advertisements in The City Record and NYS Contract Reporter for tax levy and other contracts and, release of IFB/RFQ/RFP and conduct vendor site-visits, issue addenda and publicly open bids. Additionally, the Manager will manage the Board Resolution process for applicants' contracts and purchases in excess of mandated amounts. This includes drafting all resolutions, meeting CUNY calendar deadlines and interfacing with CUNY liaisons in the University Accounting Office and Legal Affairs/Contract Division in all phases of the resolution process.
• Oversees and approves purchase orders; checks descriptions, budget category, and specifications to determine accuracy and adequacy and consults with departments to adjust possible discrepancies. Review, edit and approve specifications for formal and informal solicitations, addenda, amendments, contracts and purchase orders. Reviews bids and quotations to determine most reasonable price in relation to market conditions and responsibility of bidders and makes recommendations based on these determinations.
• Verify contract and vendor compliance with Scope of Work (SOW) maintaining proper relationships with vendors and monitor vendor quality, while investigating new vendor and strategic sources in alignment with University Guidelines.
• Confer with CUNY General Counsel to review contracts and agreements for York College, York College Foundation, Student Government Association, and Auxiliary Enterprise Corp.
• Reviewing purchasing requisitions for various types of procurement processes and direct the buyers with processing of the purchase orders when the volume of requisitions increases.

Develop and communicate College Purchasing, Contract Policies, and best practices to internal stakeholders providing guidance and training stakeholders.

• Serve as the College's advocate and compliance officer with the use of minority and women-owned business enterprises (MWBE) and service-disabled veteran-owned businesses (SDVOB) for the College's procurements.

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.
