This position is considered a KCTCS procurement professional. The position makes informed, best-value purchasing decisions, using prudent judgment, discretion and diplomacy in employing state statute Kentucky Revised Statues (KRS) 45 and 45A model procurement code, U.S. General Services Administration (GSA) and KCTCS policies, procedures, processes, and practices that are meant to put the analyst in the best possible position to obtain the products and services needed in a timely and cost-effective manner while strictly adhering to policy, procedure, KRS, and the model procurement code.

The open position is located in Versailles, Kentucky.
Establishes and administers bids/RFPs/RFQs by working with customers, clients, system and college departments to ensure specifications are met.
Creates and dispatches purchase orders to suppliers through the PeopleSoft procurement module.
Manages relationships with external and internal contacts, including removing obstacles to ensure excellent customer service, and identifies potential conflicts of interest and evaluates supplier performance.
Establishes or defines a procurement need or method of source selection by preparing specification, plan or requirements.
Prepares any invitation for bid, request for proposal (RFP), requests for information, sole source procurement justifications, emergency procurement justifications, or selection information regarding evaluating bids, responses, and offers for awarding a contract.
Maintains, interprets, and enforces KCTCS purchasing policy.
Approves non purchase order invoices and PeopleSoft vouchers as required by KCTCS business process.
Processes changes to purchase orders. Issues requests for quotes for purchases of $20,000 or more and under $40,000.
Solicits bids for purchases of $40,000 or more, unless a price contract or U.S. General Services Administration (GSA) contract or single source vendor is applicable.
Negotiates and monitors contracts with suppliers to gain appropriate savings and service levels.
Ensures that the needs of KCTCS internal and external customers are met; takes appropriate actions by coordinating the implementation of negotiation, communication with suppliers or modifying procedure to ensure customer satisfaction. Will lead in negotiating contracts with suppliers to gain appropriate savings and service levels. Will ensure that all legal contract requirements are met.
Reviews, analyzes, communicates issues and places comments on weekly procurement to payment issues, tracking and procurement to payment data report.
Provide support and back-up the Lead Procure to Pay Analyst in formulating solicitations, and modifying existing contracts for professional services; preparing requests for proposals (RFPs); negotiating contract terms; defending questions by the Kentucky Legislative Research Committee (LRC) Contract Review Committee; evaluating proposals and bids; preparing award documentation for purchase of goods and services; and, ensuring timely contract closeout or renewal.

Associate's degree or equivalent and four (4) year relevant experience.
Equivalencies: High School Diploma and six (6) years relevant experience; Bachelor's Degree and two (2) years relevant experience; or a Master's Degree.
Master's degree or equivalent and five (5) year relevant experience.
The position could require the Certified Professional Public Buyer (CPPB) certification study and examination that will measure professional competence and the understanding of the body of knowledge surrounding public procurement.
Obtaining CPPB designation demonstrates a standard of competency in the public procurement profession. The Certified Professional Public Officer (CPPO) designation indicates to the public that, having mastered a body of knowledge, one can make sound decisions that reflect maximum value for the taxpayer's dollar.
KY law requires state and national pre-employment background checks as a condition of employment.
