Rutgers University-Newark (RU-N), an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise is seeking a Human Resources Business Specialist. Reporting to the Director of Express Newark (EN). The Business Specialist provides professional, administrative, and budgetary support for the Office of Human Resources in the following capacities:
-Oversees accounting and budgeting, purchasing, personnel, facilities, academic support, events, and all administrative, operational, and financial functions for EN and all of its programs and locations. Responsible for EN accounts, internal and external grants, faculty research funds, and other financial matters; -Analyzes and reviews financial data prepares financial documents and reports for internal and external purposes consistent with a broad understanding of the mission, vision, role, and goals of EN; -Provides assistance to faculty and community partners in developing research and fellowship proposals, including providing assistance for developing budgets and other business- or administrative-related aspects of applying for grants; -Maintains records on expenditures and regularly reconciles accounts and reviews University reports to ensure that accounts are within budget. Performs professional work requiring knowledge of generally accepted accounting principles, practices, terminology, and applied bases of accounting; -Coordinates assigned administrative functions and daily operations for EN, which may include supervision of employees, oversight of office staff workflow, including work assignments and output among permanent, temporary, and work-study staff; space and facilities assignment and maintenance; purchasing; academic support; and policy administration; -Carries out routine and non-routine tasks with occasional review of work outputs by the Director; -Provides timely and accurate information in response to requests and on the policies and process of EN, Rutgers University-Newark (RU-N), and Rutgers University (RU) system; -Carries out routine and semi-routine work within parameters for EN and under general supervision; -Performs professional work that requires knowledge of general administrative and office management practices, as well as specific knowledge of University policies and procedures; -Must be able to multitask in a fast-paced, customer service-focused environment with an understanding of the mission, vision, role, and goals of EN, RU-N, and RU, and the role the tasks and responsibilities of this position play in the achievement of these goals.
The ideal candidate demonstrates reporting abilities, analytical thinking, organizational skills, a thorough understanding of Human Resources and Business needs, computer proficiency, and confidentiality.
Minimum Education and Experience:
Requires a bachelor’s degree or an equivalent combination of education and/or experience that demonstrates comprehensive knowledge and understanding of generally accepted financial/accounting principles and practices. Also requires a minimum of two years of relevant experience in an administrative function and budget management. Excellent written and oral communication skills, organizational skills, and strong computer literacy, including Microsoft Office Suite, virtual platforms (such as Webex, Blackboard, and Zoom) and use of databases. Requires excellent problem-solving skills and the ability to manage multiple tasks simultaneously and function autonomously with limited supervision.
Required Knowledge, Skills, and Abilities:
May require some evening and weekend hours.
Position regularly uses MS Office Suite, Cornerstone, ROCS, HCM, SSC, EMS, RAPSS, ECRT, E-Verify, Blackboard, Webex, Sakai, and knows or will learn any and all systems RU uses for expense reimbursement, absence reporting, timekeeping, personnel appointments, parking, telephones, payroll, grant submission, recruitment, facilities and space scheduling and management, event management, website and social media development, maintenance, and updates, and the equipment, software, and specialized materials needed to support the effective and efficient performance of this position.
