General Summary/Purpose: The Office of Economic Development leads, integrates, and coordinates Johns Hopkins’ strategy and initiatives as an anchor institution in and around Baltimore – from economic development and neighborhood revitalization, to civic engagement and community partnerships. The work of the Office ties together the university, health system and surrounding communities through active engagement, social and economic impact and a robust exchange of ideas among neighborhood residents, community organizations and local leaders.
The Johns Hopkins anchor strategy is predicated upon, and plays a critical role in driving forward, the institution’s commitment to strengthening the City of Baltimore and neighborhoods around our campuses, while at the same time advancing our economic development portfolio and enriching the mission and work of the institution.
HopkinsLocal is a joint economic inclusion initiative between Johns Hopkins University and Johns Hopkins Health System to leverage Hopkins’ economic power to expand the participation of local and minority-owned businesses in construction opportunities; increase Hopkins’ hiring of city residents, with a focus on neighborhoods in need of job opportunities; and enhance economic growth, employment, and investment in Baltimore’ through Hopkins’ purchasing activities. BLocal is a commitment of 28 Baltimore area companies, including Hopkins, to buy, build and hire in Baltimore City.
The Economic Inclusion (EI) Data Analyst works to create systems and analyze data to support both HopkinsLocal, BLocal and other initiatives of the Office of Economic Development. This includes creating monthly, quarterly and annual reports summarizing progress in all of these areas. This resource assists functional, university and other stakeholders to assess and document progress towards established goals. The Office of Economic Development conducts a wide variety of community facing and economic impact work. The analyst will formulate and execute a data collection and analysis framework to ensure that there is accurate reporting of the social and economic impact of the work of the Office of Economic Development.
With respect to HopkinsLocal and BLocal, the data analyst will perform the following duties and functions. Hire: The analyst will oversee data management of applicant flow/hiring statistics as well as retention/employee movement metrics and then generate standardized reports to monitor program effectiveness for Human Resource leaders. Buy: The analyst will also ensure maintenance of current and accurate data for participating companies in the PaymentWorks and SAP database of vendors for procurement leaders. BUILD: The analyst will work with our Real Estate, Facilities, and Design and Construction teams to ensure maintenance and accurate data reporting for prime contractors and subcontractors for Real Estate and Facilities leaders. Invest: The analyst will work with our Treasury, Accounting, and Investment teams to ensure accurate data reporting of our treasury and investment portfolios. Professional Services: The analyst will work with our IT, Legal, Auditing, and other professional services teams to devise a data reporting framework to ensure accurate reporting. Blocal: The analyst will also support data gathering and cleaning for the BLocal initiative.
In order to execute the objectives and responsibilities of this role, the analyst must possess excellent interpersonal and communication skills, experience in the field of data management, and a demonstrated capacity to refine processes and systems such as the establishment of a dynamic feedback loop between various divisions, leaders within those divisions and the Director of Economic Inclusion.
DUTIES & RESPONSIBILITIES
Analyze and synthesize data and trends, using university systems, databases and standard software packages
Conduct in-depth research and analysis on financial, organizational and budget issues
Assist in developing presentation materials and memoranda in order to communicate context, findings and recommendations to senior leadership
Work independently to manage multiple tasks/assignments simultaneously
Evaluate, recommend and advocate for policies and processes that improve HopkinsLocal outcomes
Review submitted data of companies engaged in the BLocal initiative (annual data submission) and develop templates to track impact against each company’s baseline
Track outcomes – including revenue growth and net new job creation of the BLocal BUILD College participants
Develop system to track the growth of small businesses as a result of HopkinsLocal, i.e. increased revenue and net new job creation.
Develop system to track the economic and social impact of the work of the Office of Economic Development and other collaborating departments on community initiatives
Assess and report upon HopkinsLocal in comparison to other institutions, noting best-practices when applicable
Develop and maintain metrics for, and monitor performance of human resources, purchasing and design and construction groups
Gather and track relevant internal and external statistics related to the development of a successful candidate pipeline for identified positions
Develop appropriate outcomes reporting to share results of the EI initiative with leadership and other interested parties, developing slide decks, charts and graphs
Work regularly with automated application tracking and/or HRIS or Success Factors systems
Develop responsive dashboards and other infographics to inform leadership decisions
Communicate professionally with a variety of stakeholders
Participate on JHU and JHHS committees, as assigned
Perform other related tasks and duties as assigned or required
Bachelor's degree required. Degree in Economics, Public Administration, Business, Math, Applied Economics, Public Policy, Political Science or related field preferred.
Three years of data management, analysis or other related experience required.
Additional education (Master's level) may substitute for required experience, to the extent permitted by the JHU equivalency formula.
• Master’s Degree in a related field is preferred.
Special knowledge, skills, or abilities/competences:
Advanced experience with Microsoft Excel, including the ability to create and manipulate large datasets through pivot tables and other data manipulation tools.
Experience working with diverse datasets, including protocols for optimizing data hygiene and working with sensitive data.
Knowledge of best practices in data presentation.
Experience creating graphs and Microsoft PowerPoint decks.
Ability to create data visualizations in D3.js, RStudio and/or Tableau.
Must be proficient working with Microsoft Word applications and flexible in learning new software applications (e.g. Success Factors, SAP and Payment Works).
Requires a high level of analytical and critical thinking skills, including the ability to generate organized reporting tools and statistics.
Requires the ability to work independently, to assess situations and respond appropriate.
Requires a willingness to accept change and demonstrate flexibility.
Ability to provide appropriate counsel and work in partnership with management and staff on human resources, purchasing or design and construction issues.
Must be able to interact effectively with all levels of management and employees.
Must possess strong organizational skills.
