The Chemeketa Cooperative Regional Library Service (CCRLS) is a library cooperative serving residents of the Chemeketa Community College district. Formed in 1974, CCRLS now includes 16 public libraries and the college library. CCRLS manages a shared integrated library system, courier service, central cataloging, shared digital resources, interlibrary loan support, and other centrally provided services for member libraries. The organization is governed by the College Board of Education, with input from the CCRLS Advisory Council and the CCRLS Library Directors ("PYM"). CCRLS serves a population of more than 500,000 residents and circulates approximately 3.2 million items annually.
The College and CCRLS are seeking an energetic, forward-looking leader to build an innovative, member-focused organization. The Executive Director serves as the senior manager for CCRLS, directing the daily operations for cooperative services and supervising a central staff of seven. CCRLS has an annual operating budget of $3.5 million dollars. Strong budgeting, planning, and supervisory skills are essential for this position. The ideal candidate will value inclusive decision-making and have a demonstrated record of building strong, collaborative relationships with a variety of stakeholders. The position works collaboratively with member library directors and the central staff to design and execute services that enhance local library services and programs. Through cooperative partnerships and lending practices, CCRLS also works to extend library service to rural patrons living outside of community library service areas. The Executive Director helps to shape the strategic vision for CCRLS and promotes support for libraries within the three-county area served by the College. The CCRLS Executive Director is a full-time, exempt employee of the college. This is a senior level manager position in the Student Development and Learning Resources division and will be expected to actively participate in the development and implementation of strategies and programs to support student success and will assume a leadership role within the Student Development and Learning Resources team.

Master’s degree accredited by the American Library Association (MLS/MLIS) or from an accredited institution in a related field
Five years of experience in libraries or related field, with at least three* years of management experience
*Up to one year of management experience may be substituted by successful completion of the Chemeketa Employee Development Certification
Excellent communication skills and the ability to work in a multi-agency environment to establish and meet common needs and goals.
Ability to understand budgeting processes and work within the college administrative structure.
Ability to utilize a thorough understanding of library systems, practices, and trends to lead the work of the Cooperative
Ability to ensure that CCRLS operations comply with the laws and regulations governing the operation of complex library systems (i.e., management of personally identifiable information (PII), data management and security, ecommerce, etc.
Ability to develop and inspire a well-trained staff to implement and manage all CCRLS services and systems
Two years of experience managing budgets
Experience in project management and strategic planning
Familiarity with public sector procurement and licensing practices
Demonstrated success writing, securing, and administering grants
Demonstrated ability to build consensus and trust among diverse groups
Evidence of participation and leadership in collaborative projects
Extensive knowledge of services, challenges, and policies common in public libraries
Two years of experience managing technology in a team environment
Experience leading or participating on teams tasked with ILS/LMS administration
Conceptual understanding of telecommunications infrastructure and the environments in which those networks are managed
