Rutgers University-Newark, an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise, is seeking a Budget Analyst III for the Rutgers-Newark Chancellor's Budget & Finance Office (the Office). Reporting to the Senior Budget Manager, the Budget Analyst III, will be involved in all aspects of the Office's operation related to budget and fiscal responsibilities. Manage and monitor the Newark Chancellor's account and provide monthly budget projections to the Senior Budget Manager, Assistant Chancellor for Budget and Senior Vice Chancellor as requested. The Budget Analyst III will collaborate and provide day to day budget support to the Senior Budget Manager and the Assistant Chancellor for Budget, while collaborating extensively on comprehensive and complex detailed impact and need analysis for RU-N. Other duties include but are not limited to; -Conduct advanced analysis of all budget/fiscal reporting submitted for review as related to all major campus-wide budgetary functions. - Serve as primary support for budgeting, training and financial reporting for the Newark cost centers. -Conduct research and recommendations for needs analysis including but not limited to unrestricted operating, auxiliary, grant administration, plant funds, designated, endowments, and restricted accounts. -Make recommendations on policies and procedures related to budgetary models and other initiatives with budgetary implications to the University. -Represent the Senior Budget Manager and the Office on campus committees, sessions, and workshops, as necessary. -Serve as a collaborative partner to provide leadership and all RU-N stakeholders with problem-solving, training, and strategy regarding budget related inquires. - Serve as the point of contact with Human Resources on human capital planning for RU-N. -Lead or assist with special projects, University initiatives or any other assignments as needed.

Minimum Education and Experience:
-Bachelor's degree in accounting, finance, business administration or related field, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting administrative principles, practices and university regulations governing accounting transactions. - A minimum of five years relevant experience in financial/accounting or auditing function.
Required Knowledge, Skills, and Abilities:
-Must have collaborative work style, excellent communication skills and interpersonal skills. -Proficiency in Microsoft Office Suite (Word, Access, Excel, PowerPoint and Outlook), with advanced knowledge of Excel and PowerPoint. -Must possess excellent financial analytical skills, solid understanding of database structure and have the ability to manipulate complex data from multiple sources (i.e. advanced Excel formulas and macros). -Strong work ethic and ability to juggle priorities simultaneously; detailed oriented and highly organized. -Knowledge and experience with journal entries, financial statement preparation, and general accounting concepts are also required. -Ability to work independently and to exercise confidentiality and discretion in the operational decision-making process.
-Master's Degree preferred. -Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information. -Experience in a University environment preferred. -Knowledge of Rutgers University budget and accounting procedures strongly preferred. -Strong preference will be given to candidates with knowledge of Responsibility Center Management, Tableau, Oracle ERP Cloud, and Oracle Hyp.
