Dept Marketing Statement Under Staff Human Resources, the Talent Acquisition unit is a service organization representing the University of California to our customers and to the public. While demonstrating integrity and professionalism, our goal is to strategically partner with our customers by providing expertise and promoting dialogue at every opportunity in order to achieve the most appropriate and effective talent solutions.
Involves developing, implementing and / or maintaining recruitment and other employment related programs and policies. Provides advice and counsel on employment practices and recruitment processes. Under the general supervision, the Talent Acquisition Consultant (TAC) serves as a primary consultant to administrators, managers and supervisors on a wide array of talent acquisition, and recruitment and hiring related functions.
Performs analysis of, develops and implements recruitment strategies across the organization and in designated business units to successfully attract a high quality and diverse workforce. Partners with hiring managers to discuss ideal approaches for acquiring needed talent and directly assists with complex hiring situations. Provides guidance and strategies to accomplish diversity hiring goals and objectives. Advises on all stages from initial recruitment planning, effective applicant screening and interviewing techniques, process documentation and recordkeeping, and the hiring and onboarding of qualified candidates.
The TAC is responsible for developing job postings that ensure compliance with applicable Federal and State employment law, UC policy, Union Contracts, and UC Santa Cruz best practices; directly assists job seekers and applicants to understand the recruitment process; actively participates in community outreach and job fairs and facilitates the UCSC applicant workshops.
Uses professional techniques and concepts to support recruitment and search efforts that are of moderate scope and complexity, and are aimed at hiring skilled operational, technical, and professional level positions while meeting specific diversity hiring goals. Normally receives general direction on assignments, with more detailed direction provided on new or more specialized and complex assignments. Exercises judgment within defined procedures and practices to determine appropriate action. Works with internal and external contacts.

Job Duties 60% - RECRUITMENT SUPPORT
Apply professional talent acquisition techniques and concepts. Work in a collaborative manner with assigned business units, other areas of HR, and outside recruiters / agencies on matters pertaining to talent acquisition. Prioritize work assignments, conduct analysis and help develop recommendations. Apply appropriate policies and procedures in addressing and resolving moderately complex staffing needs. May screen, interview and recommend candidates for skilled operational, technical and professional levels.
Provide guidance and consultation to develop recruitment plan strategies, including how to address underutilized categories. Advise, identify, and consult on recruitment timeline and/or hiring expectations and assist hiring unit to develop a plan to achieve specific time-to-hire goals. Work with the hiring unit to resolve questions and problems, meet compliance requirements, and make strategic recommendations to achieve overall hiring goals. Provide additional support for hard to fill positions or complex hiring situations.
Responsible for ensuring job posting details are accurate and compliant with applicable Federal and State laws, university policy, collective bargaining agreements and local procedures; perform critical position identification and provide interpretation and guidance on local background check policy; ensure job postings include appropriate language related to special conditions of employment including background check requirements, and legally mandated programs; submit final job posting according to established recruitment plan.
OUTREACH AND ADVERTISING
Participate in coordinating advertising, networking and outreach related activities to attract diverse and qualified applicants. Sourcing activities may include internet job boards, professional associations, and job fairs to strengthen overall quality and diversity of applicant pools. Recommend and assist in development and use of supplemental questions.
APPLICANT POOL MANAGEMENT
Provide expert guidance and consultation to hiring managers and/or search committees on understanding and applying fair hiring standards, and campus diversity in hiring best practices for the following: applicant screening and assessment; development of effective interview and reference check questions; resolution of conflicts/issues commonly faced by search committees; applicant and interviewee communications; complete documentation of screening, interview and selection process & results for recruitment file. May act as backup to facilitate the Preferential Rehire and/or Special Selection programs.
Review selection justification for compliance with fair hiring standards; review job offer documentation for accuracy and ensure compliance with federal and state laws, university policy and labor agreements; identify, research and assess special compliance requirements and recommend revisions to formally extend the job offer. Present and explain terms of offer and conditions of employment and facilitate job offer negotiations as appropriate. Ensure compliance with the criminal history background check process. Finalize the job offer details and communicate the outcome to the unit. Perform accurate data entry of hiring actions in the personnel system.
15% - ONBOARDING PROCESS
Ensure proper scheduling of onboarding sessions, and preparation of employment and other related forms for onboarding of new hires, rehires, and internal candidates.
Support a welcoming onboarding process: may assist with set up of meeting space; may review right-to-work documents and ensure appropriate status; may facilitate onboarding meetings and explain various employment related forms and ensure correct completion.
15% - RECORDS MANAGEMENT
Ensure assigned business units are generating required recruitment documentation records and the submittal is timely. Conduct recruitment file reconciliation ensuring compliance with fair hiring standards; finalize all recruitment related activity and ensure appropriate retention of documentation.
Provide timely feedback and/or coaching to hiring teams as needed when recruitment policy and/or process problems or irregularities are identified.
5% - OUTREACH & APPLICANT SUPPORT
Present the UCSC Applicant Workshop to the local community on a rotational basis; participate in the development of workshop content and handouts; participate in community and statewide outreach events (e.g., job fairs).
May provide information and guidance to prospective applicants on the recruitment process including assisting with procedural inquiries and troubleshooting technical issues; provide one-on-one assistance to job seekers in person, including consultation and problem resolution on a variety of procedural questions and system technical issues; respond to applicants and interviewees not selected for hire; field procedural inquiries from Preferential Rehire or Special Selection candidates; make referrals as necessary.
Develop, update and maintain inventory of informational handouts, social media content, and various outreach related information and materials.
5% - TRAINING & SPECIAL PROJECTS
Participate in the development and updating of recruitment and hiring related manuals, internal and external reference materials, self-service tools, system end-user tools; present and assist in content development of recruitment related training as directed.
Provide tools and training to the campus or community. Participate as directed with the following:
Talent Acquisition/Recruiting systems testing;
Development of systems training materials;
Deliver training sessions to internal and external system users;
Participate as a subject matter expert on projects, committees, and work groups.
Bachelor's degree in related area and / or equivalent experience / training.
