TheUniversity of Tennessee at Chattanooga seeks an experienced, strategic, andcollaborative leader to serve as its next Associate Vice Chancellor for Financeand Administration. Reporting to the Vice Chancellor for Finance andAdministration and Chief Business Officer, the position will be a member of theVice Chancellor's leadership team. The position will provide strategicleadership and oversight to the Budget and Finance Office, Procurement andContract Services Department, and Auxiliary Services Department (Bookstore,Dining Services, Parking Services, Mocs Card, Print and Mail Services, andVending). The position leads three direct reports, 23 team members, andapproximately 250 third-party partner team members.

Key areas of responsibility includethe following:

• Develops a budgeting and financialplanning organization focused on aligning allocation decisions with strategicgoals and priorities.
• Develops and communicates the visionfor an annual and forward year budget and financial planning process based onrealistic revenue and expenditure assumptions.
• Creates a framework for collecting,analyzing and reporting short-term and long-term resource requirements andrelated decision support information.
• Identifies opportunities forrevenue enhancement and targets for cost savings, resource reallocation, andfinancial organization/realignment.
• Evaluates potential changes to thefinancial and budget structure and makes detailed and complex phasing strategyrecommendations.
• Advises the Vice Chancellor on awide range of financial issues, including tuition, enrollments, faculty andstaff compensation strategies, staffing and workload, utilities, perceivedproblems with resource management issues in University units, budget trends andthe implications of those trends on University operations.
• Responsible for the campus-levelfinancial planning of the University's long-range capital plan.
• Leads business relationships withthird parties, including, food services, bookstore, print and mail services, andreal estate management, to optimize the University's financial and programmaticbenefits.
• Develops strategic procurement practicesand procedures that will support the maximization of University resources,including practices for inventory and asset management.
• Collaborates with the AthleticsDepartment to develop appropriate financial management strategies for amid-major athletics program.
• Ensures continual monitoring andmaintenance of operating, auxiliary, and capital reserve funds.
• Serves as a financial contact for theUniversity of Tennessee System and maintains strong relationships with avariety of University of Tennessee System departments.
• Serves as a campus liaison to localgovernments and state governments, specifically, the City of Chattanooga,Hamilton County, and the Tennessee State Governments, as they relate to realproperty transfers, lease agreements, and Administrative Procedures Act (APA)changes.
