This position performs accounting and financial controls by maintaining financial and inventory records, budget analysis, and management of expenditures and account payables for the Skill Up Tennessee SNAP E&T grant. This position is responsible for reviewing procurement card statements monthly for cardholders and monthly ledgers. This position is responsible for IRIS entry of effort certification data, pay funding change eForms for departmental members on the SANP E&T grant, program travel, and entering invoices, including those from Third Party partner sub-contracts. This position is responsible for the program's equipment inventory reports. Provides information and interprets general UT policies and procedures for departmental and county personnel. Duties/Responsibilities:
*Oversees all accounting activity for Skill Up Tennessee and specific projects assuring fiscal policy compliance and maintains financial records/files. Prepares financial records and implements account controls for annual audits. Decides whether expenditures comply or violate grant and contract terms by reviewing documents and/or budgets.
*Composes internal financial reports, performs budget analysis/forecasting, and performs accounting activities for accurate view of financial status. Routinely interprets fiscal policy and procedures making judgments, decisions and recommends solutions. Decides which standard reports to generate.

*Makes and oversees purchases for skill Up Tennessee.
*Submits invoices, internal transfers and miscellaneous reimbursements in IRIS for payment.
*Monitors and verifies expenditures, and verifies/reconciles monthly financial ledgers.
*Advises department head, faculty and staff regarding fiscal policies and procedures.
*Assists principal investigators and project director with budget preparation and required proposal forms for outgoing grants and contracts.
*Enters and reviews travel charges for Skill Up Tennessee ensuring compliance with policies.
*Executes IRIS submissions of non-competitive justifications, requisitions, and framework orders.
*Provides training support for Skill Up Tennessee administrative support specialist and staff.
*Executes other IRIS transactions which include: creation and change of asset data in IRIS, submission of pay funding changes, and cash deposits.
*Maintains records of equipment purchases and/or surplus equipment, distributes appropriate equipment tags and completes/verifies equipment inventory yearly report.
*Provides leadership for a program of activities that meets the needs of all eligible clientele regardless of race, color, national origin, sex, age, disability, religion or veteran status.
