The primary purpose and responsibilities of the Bursar positioninclude the leadership, management, planning, directing and organizing ofactivities of the Bursar's Office and oversight of the student loan programs atThe University; assist the Sr. Associate Vice Chancellor of Business Services(SAVCBS) in the review and approval of student fees and refunds, fiscal yearend reports and activities, reconciliation of accounts and other fiscalresponsibilities; responsible for all decisions in the Bursar's Office duringthe absence of the (SAVCBS) with the implementation of Banner this positionensures End of Day, Billing, Refunds, set up for exemptions/waivers and updatesof fee rates are processed and accurate; ongoing assistance withtraining/updates to One Stop Personnel and other department training asrequested; review and approval of the GASB report, 1098T reporting, campuswrite offs and the FISAP reports are essential; long and short term planningfor the department; and liaison for department contracts, including but notlimited to, Collection Agencies, banking institutions and other UT campuses.
Thisposition duties include but not limited to:
Provide leadership in the planning,organizing, directing and controlling of all functions, processes and systemsrelating to student-related financial transactions, including the University'saccounting system (IRIS), the Student Information system (BANNER), paymentprocessing (TOUCHNET), accounts payables and receivables, cash management andreconciliation of Bursar department accounts.
Perform professional duties to managethe loan collection effort for loan funds and portfolios.
Review and approves federal loanprogram reports to the Department of Education and organizes data for theannual accounting report in conjunction with Financial Aid and AccountingServices.
Ensure Federal, State and Universitycompliance for all loan funds, also directs programming for a complex loansystem. Liaison to the ECSI for all contact, set up and compliance issues.
Handle all complex issues relating tostudent fees, student loans and distribution of income for the campus.
Oversee payments made to the universityfrom all sources of over 195 million dollars annually, refunds to students ofover 40 million dollars annually and billing to third parties of over 6 millionannually.
Process and manage funds distributedby Financial aid in excess of 48 million dollars annually.
Oversee transmission of funds handleddaily by Bursar's Office staff
Assist the Sr. Associate ViceChancellor of Business Services with fee related issues, planning andsupervision of daily operations which includes cash receipts responsibilitiesand reconciliation.
Make recommendations on policydecisions and problem solving to Sr Associate Vice Chancellor of BusinessServices.
Prepare monthly, quarterly, and yearlyreports for various reporting agencies, including campus, UT system, state andfederal government.
Dual responsibilities in selection,training and supervision of loan and fee personnel.
Review and evaluate staff, campustraining for PCI compliance, Annual Cash Management training, and staffinterviews/selections when required.
Must have decision making skills andability to work well with people.
Must have excellent communicationskills, both oral and written.
Must be ableto multitask and work in a fast-paced environment.
Must haveaccuracy and knowledge of BANNER and SAP software and systems.
Must haveknowledge of Microsoft Excel and Word.
Must havesupervisory skills/experience.

Minimum Qualifications:Bachelor'sDegree; three to five years of supervisory experience in Higher Education in aUniversity Business Office environment; two to three years of experience incollections and skip tracing or loan management; a minimum of three years supervisoryexperience with multi staff; and must have a background of dealing with largesums of money and fiscal responsibilities.
PreferredQualifications: Understanding of budgets and fiscaloperations; and experience with Argos, TouchNet, Web design, and IRIS computersoftware is preferred.
