Rutgers, The State University of New Jersey, is seeking a Director of Refund Management for the department of Student Accounting, Billing, and Cashier Services, within the University Controller's Office. Reporting to the Associate Controller for Student Accounting, Billing, and Cashier Services, the Director will oversee the development and implementation of an effective Student Refund and Title IV compliance program for Rutgers University. This position must ensure that departmental operations and business transactions are in compliance with all state and federal regulations; internal rules and billing and refund policies; institutional and FERPA confidentiality regulations; Federal Title IV and VII cash management regulations; and State Escheatment rules.
Among the key duties of this position are the following:
Oversees all student refund processing for Rutgers University, including Title IV, Title VII, Non-Title IV and Agency Refunds
Develops and implements student refund and compliance policies and procedures.
Proactively audits student refund policies, processes and business practices; benchmarks against peer institutions; and identifies weaknesses and opportunities for improvement.
Evaluates refund activities to assess Title IV, VII compliance risk.
Creates sound internal controls and monitors compliance
Develops reports to manage refund anomalies and/or compliance violations.
Develops and implements effective training programs related to refund processing and Title IV and VII compliance; Federal and State refund regulations; risk awareness and industry practices.
Submits and reviews data samples and collaborates with internal/external auditors, and various departments and stakeholders when needed.
Maintains data security to include, but not limited to, any information that is part of students’ university records and the sensitive financial data of students and their families that is required to administer federal financial aid, pay charges via e-bill and issue refunds as needed.
Minimum Education and Experience:
Bachelor's degree in Accounting, Business Management or related field or an equivalent combination of education and/or experience in Audit and Advising, Public Accounting or Compliance Audit.
A minimum of five (5) years of relevant professional experience and direct knowledge in processing Student Refunds and working knowledge of Title IV and VII compliance and Federal Regulations, Internal Audit and/or Public Accounting and Process Improvement.
Required Knowledge, Skills, and Abilities:
Excellent quantitative and analytical skills, along with the ability to apply those skills across a variety of business processes.
Knowledge of both accounting and state/federal regulations.
The ability to make necessary changes in policy and procedures as warranted to maximize efficiency.

Experience in risk management, knowledge of legal requirements and controls, familiarity with industry practices and professional standards.
Must be able to provide hands-on development of risk models involving legal, policy, and operational risk, assuring controls are operating effectively, and provide research and analytical support.
Must be familiar with the Federal Education Rights and Privacy Act (FERPA), GLBA, UDAAP, FDCPA, FCRA, FACTA, RedFlag, GAAP, NJ SOILS, SOL (Statute of Limitations), TITLE IV and Title VII Financial Aid, NSLDS (National Student Loan Data System), NSC (National Student Clearinghouse), PCI Rules, Cash Handling Rules, IRS Tax Reporting.
Working knowledge of PC computer applications including Word, Excel, Access, PowerPoint and advanced analytical systems such as Tableau or similar software.
Use of personal vehicle in order to travel for business demands; a valid driver's license would be required for this position.
Master's degree in Accounting, Business Management, or related field
Progressive experience in a Higher Education Student Financial Services environment, which includes legal knowledge.
Working knowledge of and experience in converting to new student database processing systems.
Prior experience in College or University Student Loan, Student Accounting or Financial Aid Office is preferred.
Extensive knowledge of financial aid, Title IV and VII funds, state and federal regulations and Escheatment knowledge.
Knowledge of and experience in converting to new student database/loan administration/account receivable processing systems.
Experience with and knowledge of the university’s student systems including Student Records Database (SRDB), Cashiering/Register system, Financial Aid Database (FAMS), SARIMS system, Banner, Nelnet Payment/Refund Gateway, SchoolPay payment Gateway, Scholarchip Payment/Refund Gateway, OnPlan U Bill Presentment, Flywire International Student Refund Gateway, Orace/SciQuest procurement management.
Physical Demands and Work Environment:
May be required to work remotely at the 3 campuses locations (Newark, Camden, New Brunswick/Piscataway) to accomplish the objectives of the position.
