Receives department assignments in the form of objectives with goals and the process by which to meet goals. Exercises judgment within defined procedures and policies to determine appropriate action.
The Retirement Administration Service Center (RASC) supports members of the University as they transition into retirement and with life events beyond work (including University of California Retirement Plan (UCRP) retirement income, UCRP disability income, survivor benefits and UC-sponsored health and welfare benefits). The RASC provides plan members - employees, retirees and their eligible family members, survivors and beneficiaries - information they need to understand their options, make informed decisions and effectively manage their benefits.
Under the general direction of a Manager, the incumbent supervises one or more operational units within the RASC. This posting is for one supervisor in Fulfillment Operations. Incumbent may be reassigned to other units depending on workload and business needs of the RASC. Performs other duties as assigned for the smooth and seamless operation of the Unit.
Provides direct supervision and guidance to benefits staff members in the retirement, health and welfare or benefits administration sections. Prioritizes work of assigned staff to complete multiple assignments on time.
Provides direction to benefits staff according to established policies and management guidance. Identifies training needs and conducts quality assurance reviews to ensure compliance with unit standards. Supervises work to achieve service level and performance goals.
Acts as an advisor to unit/section to meet schedules and resolve escalated issues. Shares expertise effectively with staff. May conduct workshops and guide revisions/updates to materials.
Administers organization and department policies and procedures that affect staff.
Collaborates with peer supervisors and managers across the organization. Leads and implements change initiatives in support of Human Resources, Retirement Programs and Services and RASC strategic goals.
Establishes and manages to measurable unit goals and expectations using key performance metrics. May develop internal and external service level agreements in partnership with the Manager and other RASC leaders.
Provides input on performance, salary actions, hiring decisions and other human resources-related issues.
Recommends changes to department policies and procedures to enhance effectiveness of functional area and interaction with other units. Proactively identifies opportunities for improved training and communication for the unit assigned as well as other internal or external benefits professionals.
Responds to highly complex oral and/or written inquiries and requests from customers (includes retirees, employees, local benefits offices, and other internal and external organizations and individuals) regarding UCRP Retirement, UCRP Disability and/or Liberty Mutual Disability benefits and retiree health and welfare benefits.
Possesses effective written and verbal communication skills to convey technical information in a clear and concise manner.
Is able to work in a highly collaborative manner, establish priorities, goals/ objectives and timelines.
Demonstrates ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit.
Demonstrates commitment to delivering on service promises to our constituents, including but not limited to our customers and colleagues.
Demonstrates strong capability and commitment to mentor, train and develop assigned staff in a tactful, respectful and effective manner. Demonstrates UC's principles of community. Preferred Qualifications
Demonstrates thorough knowledge of specific benefits area (for example, retirement, health & welfare, benefits administration) with general knowledge of other areas of employee benefits and associated programs.
Preferred knowledge of call center operations and familiarity with Automated Call Distributor (ACD), Interactive Voice Response (IVR) and Customer Relationship Management (CRM) tools.
Applies in-depth knowledge of regulations and establishes and manages to appropriate operational controls in order to assure compliance with UCRP Regulations, UC policy, Group Insurance Regulations and pertinent Federal and State regulations including FMLA, Medicare, COBRA, HIPAA, the IRS Code, Probate Code, privacy laws, generally accepted accounting principles (GAAP) and other relevant rules and regulations through application of appropriate controls.
Bachelor's degree in related area and/or equivalent experience/training.
SALARY AND BENEFITS
Salary: The recommended hiring range is $85,000.00 to $105,000.00. Commensurate with experience.
