Organizes budgeting systems and procedures for compiling, monitoring, and analyzing the BSD's consolidated annual budget and for monitoring actual performance against budget at the unit level.
Serves as a subject matter expert on various financial issues and assistance in the BSDâ™s budgetary formulation, analysis, review, and control processes.
Assists in the development of fiscal policies, financial plans, and controls for the BSD.
Reviews, evaluates, and advises units within the BSD as to multi-year program financial plans, program objectives, level of program activities, resource requirements, and program effectiveness.
Serves as source of staff support for the departments, institutes or programs and performs complex evaluations and resolves difficult problems in these areas.
Manages projects and supervises staff Surveys peer institutions on financial related issues regarding best practices and metrics.
Develops strategies proactively to address issues or problems with financial results and insure balanced operations.
Reviews, analyzes, recommends and implements processes and procedures to improve the annual budget process and analyses and tracking of divisional investment and return.
Manages the development, monitoring, and evaluation of a consolidated annual and intermediate (typically three to five year) budget plan and budget process for a unit, as well as actual performance against budget.
Manages the preparation of financial statements, activity reports, financial position forecasts, and/or reports required by regulatory agencies.
Performs other related work as needed.
MBA or advanced degree in finance, public policy, not-for-profit administration, healthcare administration, or a related field.
Experience in a university or academic medical center strongly preferred.
Experience in formulating long-term strategic plans.
Knowledge of financial computing and database software applications.
Knowledge of various financial principles, practices, and applications including budgeting, financial planning, and financial reporting.
Experience with accounting systems and budget systems required Proficiency with Microsoft Office (Word, Excel, PowerPoint).
Financial modeling experience required. Strong interpersonal, verbal, and written communication skills.
Ability to establish and maintain relationships at all organizational levels.
Proven ability to synthesize complex issues for management required.
Demonstrated time management ability to deliver high-integrity products within established deadlines.
Ability to be a proactive and assertive problem-solver.
Strong upward and downward management skills.
Prior direct supervisory experience.
Knowledge of GAAP accounting principle, restricted fund accounting, grant accounting.
